You will serve as an INDUSTRIAL SECURITY SPECIALIST in the SECURITY DIVISION of SOUTHWEST REGIONAL MAINTENANCE CENTER. This position has the principal responsibility of supporting the Command's Industrial & Information Security Programs. You will protect classified national security information and other sensitive information originated, or controlled, by SWRMC from theft, loss, misuse, fraud, espionage, or sabotage.

Duties

You will process ships visit requests, review ship repair contracts, and conduct surveys of facilities to determine the organization's eligibility to work with and store classified, sensitive, or Controlled Unclassified Information (CUI). You will provide orientation briefings to contractors regarding the command security program and assist in initiating measures necessary to bring a facility up to established standards. You will ensure security program requirements are considered in the earliest stages of procurement planning, and all requirements are fulfilled by working w/ contracting officers to assure that bidders can meet security requirements of the contract. You will plan, organize, and conduct training programs to make facility personnel aware of security matters and procedures and to alert them to dangers of espionage and sabotage. You will perform periodic inspections, audits, and assessments of private facilities, and keep at a minimum the number of authorized personnel clearances by restricting as much as possible the need-to-know. You will manage the command Information Security program through the classification, declassification, and protection of classified national defense and other sensitive information originated or controlled by SWRMC. You will perform oversight reviews to monitor program implementation and practices in areas controlled by Industry Facility Security programs to assess risk and value of loss, and the classification level appropriate to information sensitivity. You will plan, conduct, and coordinate security site studies, projects, assessments, and surveys of the command in relation to information security activities.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current Security Fundamentals Professional Certification.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position requires the ability to work in small and/or confined spaces.

Qualifications

For the GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector conducting security inspections to identify classification levels, adjudicate clearance requests, and ensure compliance with protection requirements for an organization. For the GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector supporting a security program by ensuring the accuracy of inspection reports, submitting security clearance requests, or assisting with security investigations for an organization. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-09
Successful completion of a master's or equivalent graduate degree;
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree;
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience.

For the GS-07
Successful completion of 1 full year of graduate level education;
OR
