Duties

You will be responsible for developing programs to enhance the Public Works (PW) workforce, career ladder or known promotion potential positions and succession planning to decrease vacancy rates across Public Works Business Line (PWBL). You will be responsible for the planning, development, implementation and administration of PW development programs and technical training. You will work to develop, implement, administer, promote, and gain management acceptance of all leadership and developmental initiatives, designed to meet the needs of the workforce. You will provide statistical data overall, and also by PWD and trade in order to forecast staffing levels. You will perform management studies and analyzes workforce requirements by compiling metrics and data from PWBL regarding training needs, process improvement and innovation. You will provide budget management for the technical training and developmental programs within the PWBL and oversight to the vertical chain-of-command.

  • This position may require travel from normal duty station to CONUS (3,000-5,000 air miles) up to 12 times a year.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinates training objectives, training requirements, training materials, and training guidance, ensures all training materials are up to date, schedule subject matter experts (SME's) to train on topics, ; 2) Coordinates the planning, development, implementation, and administration of Public Works developmental programs and technical training designed to meet the short and long-range key skill sets and workforce needs; 3) Responsible for succession planning for PWBL 2700 positions and recommending accurate number of developmental or apprentice positions to ensure correct staffing in future; and 4) Provides budget management for the technical training and developmental programs within the PWBL and oversight to the vertical chain-of-command.
