Duties
Primary advisor to all levels of management that apply to all military personnel management.
Oversees the development and administration of multiple military programs in order to maintain or increase overall personnel readiness.
Responsible for military personnel management dispersed throughout the State.
In the absence of the deputy MILPO, the incumbent of this position may have the overall responsibility for military personnel management’s major duties and responsibilities.
In addition to supervision, could perform work in one of the specialized branches: Education, Automation, Retirement, Boards, Enlisted, Officer, Health Services, Plans and Mobilization Readiness.
Supervises fulltime permanent employees.
Establishes priorities, ensures technical quality of work products, initiates personnel actions, approves leave, resolves employee complaints, and exercises disciplinary control.

- This is an excepted service position that requires membership in a compatible military assignment in the National Guard.

Qualifications
MILITARY GRADES: WO1 through CW4, and Soldiers with a valid Certificate of Eligibility for appointment to WO1.
COMPATIBLE MILITARY ASSIGNMENTS: 420A
The policy to have a compatible MOS/AFSC has been suspended. When reinstated, you will have one year to meet the qualifications of this position or meet the requirements in the guidance set by NGB.
GENERAL EXPERIENCE: Does your resume support the General Experience criteria below?
For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable.
SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources (HR) to the unique organizational, management, and mission requirements. Knowledge of, and skill in applying, fundamental HR methods, laws, principles, policies, methods, and practices of the specialization(s); and standardized analytical, and evaluative methods and techniques sufficient to conduct fact finding and recommend solutions to moderately difficult but well precedented and/or recurring issues and problems. The incumbent of this position requires knowledge of military HR regulations, policies, and procedures sufficient to provide technical guidance and advice and to research, analyze, and resolve problems associated with the area of assignment. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. At least 12 months experience equivalent to the next lower grade.

The Human Resources Officer (HRO) is the final approval for all ETP waivers. If approved, the memorandum will be returned to you and then submitted with your application.
Education
You may combine education with specialized experience to meet the length of experience requirement for GS-12. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at GS-12. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
