About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as a senior instructor for the Joint CI & HUMINT Analysis and Targeting Course (JCHATC).
Duties
Manage active intelligence analysis, targeting, and operations within various operational/geographical areas that may range from neutral to hostile. Specialty focus is in CI and HUMINT targeting or HUMINT collection operations.
Perform mission pre-planning, to include studying and applying a broad knowledge of the geopolitical, social, counterintelligence, and security climate of the area.
Review and evaluate all intelligence information gathered/developed upon mission accomplishment.
Perform personality-based targeting, conduct lead development, conduct source validation, evaluates IIRs, write and review intelligence, operational, and administrative reports.
Conduct multi-disciplined analysis in support of CI and HUMINT operations.
Determine what mission information is appropriate and beneficial for integration into lessons-learned training; develop new Tactics, Techniques and Procedures for HUMINT targeting.
Conduct training on complex and technical CI and HUMINT Targeting and HUMINT Collection functional areas.
Train joint students on CI and HUMINT Targeting research and analysis techniques, DoD, Joint, and Service level HUMINT policy, communications, and data systems.
Assist in the development of real-world training exercises. Perform analysis, coordinate support requirements, and develop plans for future training to meet changing mission, doctrinal and/or threat requirements.
Design, develop and implement training and curriculum for CI and HUMINT analysis targeting training. Revise and update courses of instruction, including lesson plans, training aids and materials.
Manage assigned instructional requirements ensuring quality control of training material. Evaluate students, maintain academic records, assist other instructors, and advise lower graded instructors.
Research, write and coordinate doctrinal literature in assigned areas and reviews non-proponent literature for accuracy.
Perform full realm of administrative and technical supervisory and personnel management functions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Two year trial/probationary period may be required.
- Must be willing to work overtime and irregular hours.
- Must be willing to work under adverse environmental conditions.
- Must be able to obtain and maintain a valid state driver's license.
- Must execute a classified information Non-Disclosure Agreement.

Specialized experience is defined as experience that demonstrates a practical knowledge of CI/HUMINT targeting and analysis functions as demonstrated by experience screening of HUMINT sources and documents; conducting HUMINT source operations, analysis and preparation of appropriate intelligence documentation; and instructing and training on HUMINT source operations to include screening and interrogation operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
