This position is part of the Defense Threat Reduction Agency. The incumbent will serve as a data analysis and visualization Program Manager in Applied Data Science (ADS) within the Integration Division (RD-OPI).
Duties
This position is being filled under Direct Hire Authority 5 U.S.C. § 9905, 6/23/2023.
As a PROGRAM MANAGER (DATA ANALYSIS & VISUALIZATION) at the GS-0340-13 some of your typical work assignments may include:
Interact with customers to: formulate projects; scope requirements; develop Plans of Actions and Milestones (POA&Ms); provide status updates/feedback; manage expectations; and deliver capabilities.
Provide direction to project performers on priorities and execution. Conducts Agile planning to meet project POA&Ms using workflow management and collaboration tools including but not limited to JIRA Confluence, and Bitbucket. Communicates, through reports and briefings, project status and accomplishments to stakeholders, including customers, resource sponsors, and leadership.
Develop business processes to standardize and sustain future ADST capabilities. Ensures program efforts are aligned with strategic guiding documents, national level policy, joint policy, and joint doctrine, and Agency priorities. Determines current and future requirements (e.g., requirements for information systems, equipment, facilities, supplies, personnel, training and funding).
Develop new or modified ADST administrative policies, procedures, and data for use in the management and direction of program efforts, as well as for the evaluation program effectiveness in meeting established goals and objectives. Monitors and reviews all program efforts to ensure that resources are consistent with goals and objectives to be accomplished, assuring any changes are made in an expeditious manner.
Develop and promulgates short and long-range milestones for ADST and its contracting elements. Addresses work problems presented by functional process owners and works with key officials in all activities to decide on and coordinate work-related changes, or provides solutions. Interprets directives from higher authority and implements into program functions.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience managing research and development projects, programs, or portfolios.
Demonstrate ability to interface with different customer organizations (particularly military) to identify and capture requirements, develop collaborative project plans, deliver capabilities, and receive feedback.
Experience specifically related to countering weapons of mass destruction (CWMD) and involving web application development or information technology systems is highly desired.
Demonstrate ability to lead multi-disciplinary teams of experts.
Demonstrate ability to communicate effectively, through reports and briefings, to program stakeholders, including customers, resource sponsors, and leadership.
Experience developing, executing, monitoring, and reporting progress against project/program plans.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
