Duties

As a PROGRAM MANAGER (RED TEAM) at the GS-0340-13/14 some of your typical work assignments may include: This position is in the Red Team Division (NE-MAR), Mission Assurance Department (NE-MA), Nuclear Enterprise Directorate (NE), Defense Threat Reduction Agency (DTRA). This position serves as the Senior Strategic Integrator of the Red Team Division. The incumbent serves as the Program Manager and Subject Matter Expert (SME) on all (analytical, physical, and cyber) Red Team functions and oversees application of those functions in the course of daily operations as well as on all assessments across the spectrum of DoD's priority assets and missions. The incumbent is responsible for overseeing the strategic direction, operational resourcing, and daily operations of aseveral multi-disciplined teams. The incumbent is responsible for overseeing multiple Red Team Program functions, coordinating with managers across the Red Team Division, and facilitating the integration of Red Team efforts into Department, Directorate, and Agency programs. The incumbent serves as the SME, providing initiatives and recommendations within their expertise to the Agency, Directorate, and Department Directors and Red Team Division Chief as well as other DoD experts. This position reports to and is supervised by the Red Team Division Chief. The incumbent serves as the senior advisor to the Red Team Division Chief and performs the duties of Red Team Division Chief in their absence. The incumbent oversees the day-to-day activities, administrative resources, and specific operational activities of Red Team functions. Incorporates processes, findings, and best practices from analytical, physical, and/or cyber assessments into Division processes, products, and practices. Provides expert high-level technical advice and counsel to Red Team; Department; Directorate; DTRA Leadership; customers such OSD, combatant commands (COCOMs), Services, and Agencies; as well as other DoD experts, frequently at the General Officer, Flag Officer, Senior Executive Service (GO/FO/SES) level. The incumbent develops policies in coordination with program execution to enable legal, safe, and accurate assessments, and regularly consults with DTRA General Counsel on the application of DoD policies. The incumbent is responsible for coordination of the Programs' strategic direction with Division Leadership and the Program's customer(s), providing Red Team functional expertise while overseeing the facilitation of each assessment and project; ensuring the team operates in concert with the identified objectives and Red Team authorities. Responsible for providing resources to and integrating multi-disciplined teams for each phase of the assessment process. Communicates actionable events, milestones, and/or programmatic issues under review, and manages all deadlines and timeline requirements for completion to Red Team leadership, customers, and other stakeholders. The incumbent identifies objectives, priorities, and resources within the framework of agency policies and missions. Develops, validates, operationalizes, and documents methodologies and training specific to the Red Team Program. Conducts presentations or briefings on aspects of Red Team functions, capabilities, responsibilities, and program results. The candidate selected will be required to travel up to 25% of the year to oversee the application and integration of Red Team authorities and activities and/or conduct high level meetings with customers or other DoD officials. Performs other duties as assigned.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 Experience in providing oversight to and execution of complex analytical and/or cyber programs, projects, and/or vulnerability assessments, with minimal supervision or instruction, and; Experience identifying objectives, priorities, and resources within the framework of agency policies and missions, with minimal supervision or instruction, and; Experience identifying and mitigating risk through activities, methods, or use of technologies that require additional authorizations, with minimal supervision or instruction, and; Experience communicating orally or via written briefs all actionable events, milestones, and/or programmatic issues under review, to senior leadership, customers, and other stakeholders, with minimal supervision or instruction, and; Experience developing, validating, operationalizing, and documenting methodologies and training specific to the mission team, with minimal supervision or instruction. You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 Extensive experience in providing oversight to and execution of complex analytical and/or cyber programs, projects, and/or vulnerability assessments, and; Extensive experience identifying objectives, priorities, and resources within the framework of agency policies and missions, and; Extensive experience identifying and mitigating risk through activities, methods, or use of technologies that require additional authorizations, and; Extensive experience communicating orally or via written briefs all actionable events, milestones, and/or programmatic issues under review, to senior leadership, customers, and other stakeholders, and; Experience developing, validating, operationalizing, and documenting methodologies and training specific to the mission team, and; Experience facilitating the functional coordination of program requirements, methodology development, training, validation, and program execution in coordination with leadership across multiple teams/divisions, and; Experience reviewing, interpreting, adjudicating, and applying operational policies and directives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
