You will serve as a Security Specialist of NAVSUP FLC SD GF.

Duties

You will verify eligibility and clearances of employees, visitors, and commercial drivers handling classified shipments of material. You will monitor progress of background investigations. You will ensure that access to classified information is limited to appropriately cleared personnel with a need-to-know. You will conduct inventories, surveys, reviews, inspections and training as required. You will assist with the development of standards and procedures and conduct periodic awareness briefings. You will recommend cost effective security upgrades or recommendations to protect government property, assets and/or personnel

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver’s license
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You must maintain the Security Fundamentals Professional Certification within 24 months of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying a comprehensive knowledge and skill of security concepts, principles, and practices to review and independently analyze and resolve difficult and complex security problems relating to Personnel Security and Industrial Security. Specialized experience must include the following: 1) Preparing and managing the administrative procedures for issuance of security clearances; 2) Using automated systems to process background screening applications; 3) Processing fingerprints; 4) Analyzing and evaluating the character, background, and history of employees, candidates for employment, and other persons having or proposed to be granted access to classified or other sensitive information, materials, or work; 5) Ensuring contractors are appropriately cleared regarding eligibility and access level to perform on a contract; and/or 6) Reviewing, interpreting, briefing, and implementing new or existing security instructions pertaining to the work of a security department. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
