The position is aligned under Dental Service. As such, the incumbent serves as the coordinator, advisor, resident program coordinator and planner for the delivery of health care services within the Dental Service at Oklahoma VA Healthcare System and will represent the Dental Service when so designated.
Duties
The incumbent will prepare or supervise the preparation of all service and appropriate reports; works closely with facility and Dental leadership in the design, implementation, modification and maintenance of quality, assurance, and risk management programs within the Dental Service. The incumbent exercises discretion and judgment to determine the priority of duties, projects and actions to complete. The responsibilities and controls of the incumbent are complex, extensive, and varied. The duties may include but are not limited to:
Major Duties & Responsibiilties
Routinely meets with the Dental leadership on issues that affect the delivery of specialized health care in the service and the resultant impact on the Healthcare System as a whole.
Analyzes information that is unique to the VA system with its broad program missions, policies and procedures, complex administrative problems, rapid fluctuation in various program priorities and requirement, and the many conflicts between program requirements and available resources.
Corresponds with staff from other clinical and administrative services at all levels, including Service Chiefs, to coordinate activities, meetings, and clinical care for the Dental Service.
Identifies, investigates, analyzes, and makes recommendations for the solution of problems related to all aspects of a clinical service and resident program; implements solutions to problems; identifies the need for further studies or action to resolve patient care and unresolved administrative problems.
Maintains and improves system(s) of delivering health care by improving utilization of resources, designing, and overseeing needed changes and being a catalyst for the many clinical programs in the service. Incumbent analyses trends in workload, clinical utilizations, and submits completed reports to management on a routine basis on ways to improve access, provider workload and clinical utilization.
Provides administrative support for the Administrative Officer and Dental Service Chief. The incumbent schedules and arranges appointments and meetings, and types a wide variety of correspondence, i.e., letters, proposals, minutes of meetings, conferences, confidential material, reports, and surveys.
Provides education and training support to the service.
Plans and coordinates changes in workload to meet education deadlines and maintain a smooth workflow when staff are in training.
Sets and adjust short term priorities; assigns, directs and reviews educational and training staff needs and assures it is complete, accurate and timely.
Advises staff on all training matters pertinent to the section; orients new employees in the various activities of the service as directed by supervision.
Resolves information grievances and refers more serious unresolved complaints to the Administrative Officer, Section Chiefs or Service Chief.
Work Schedule: Monday-Friday 0730-1600 (7:30am- 4:00pm)
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for AD-HOC telework.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Dental terminology, dental scheduling, program oversight and management, clerical and administration, customer service skills, prepare reports.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education must be in education or a subject related to the position to be filled. Only education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position will be accepted. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. (i.e., 1.5 years, or 27 semester hours, of progressive graduate education leading towards a master's degree would meet 50% of the qualification requirement.) NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Physical Requirements: There is some standing, bending, stooping, and walking to different areas of the health care facility. Incumbent carries lightweight items but must also be able to lift and transport heavy supplies (e.g.., boxes of paper). Work requires being able to sit, sometimes for long periods, walk, stoop, bend to file, and carry moderately heavy loads of supplies, books, equipment, etc. Employee must be able to carry documents and sometimes equipment to other clinics on different floors of the facility; prolonged sessions using VDI (video display terminal) are required.
