The primary purpose of this position is to attain and maintain a superior level of unit service and personnel competency through continuous and timely inspections, evaluations, and reviews of internal processes and programs to ensure cyber surety, computer network and communications integrity, technical compliance with directives, regulations and mission readiness.
Duties
This is a developmental position with known promotion potential to the target position of 9X-10117 IT SPECIALIST (INFOSEC), GS-2210-12. Incumbent works increasingly difficult developmental assignments under general supervision in preparation to serve the purpose and perform duties identified in the full performance standard core personnel document/core document.
This is a GS-11 Target 12 position and may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements.

This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade.
Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Position Duties:
DUTY 1: Manages the 88 CS Quality Control Program. Executes quality assurance and control initiatives to improve Group processes/procedures and work center operations and maintenance effectiveness.
DUTY 2: Directs and oversees the quality assurance evaluation effort in direct support of the squadron's project and implementation mission.
DUTY 3: Develops and implements plans, policies, and procedures to ensure optimum compliance with directives governing safety, operation and maintenance practices.
DUTY 4: Prepares budget, technical reports, staff studies, and briefings.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE for GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of information technology (IT) principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information system resources; implementing and advising on IT security policies and procedures to ensure the protection of information through risk analysis, security testing, compliance inspections, evaluation and reporting processes.

EDUCATION: Successful completion of a Ph.D. Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above required the development or adaptation of applications, systems or networks.(MUST INCLUDE COPY OF OFFICIAL TRANSCRIPTS)

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of IT principles, systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles.
Knowledge of customers' business processes and operations to anticipate and refine functional requirements.
Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.
Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement system enhancements.
Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects, and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
