Duties
In this position you are expected to provide a range of management services and work closely with Medical Center management/service chiefs and other key personnel in the formulation and completion of projects. Major duties and responsibilities include, but are not limited to the following:
Performs selected tasks and phases of routine studies and projects that require application of basic occupational field theory and principles in the technical area of the service.
Works independently and in close association with senior personnel performing a variety of work assignments consisting of established, specific, and related tasks that have been selected to orient the employee in practical application of basic principles, concepts, and techniques of the occupational field.
Expected to increase knowledge and understanding of Veterans Health Administration organization by undertaking activities, rotating through each Medical Center service, become familiar with Congressional and VHA budget processes, and participate in the preparation of quality assurance processes.
Maintains databases by independently entering and validating data, preparing reports to be presented to executive level committees, and submitted for national action items data requests.
Uses computers/computer software, such as email, word processing, spreadsheets, presentation programs, and project tracking programs to assist senior personnel.
Establishes and maintains electronic and/or hardcopy filing and record systems that relate to the work of the organization to include performance indicators, reports, meetings, correspondence, regulations, policy statements, Center Memorandums, etc., and organizes the flow of clerical processes in the office.
Receives visitors and telephone calls to the office, determines the nature of requests and directs caller to appropriate staff, or personally provides the desired information involving routine or procedural matters.
Automates various administrative reports containing data and combining multiple reports such as funds, travel, training, workload, etc., for review by leadership.
Reformats or manipulates existing databases to meet reporting requirements. Independently creates and designs training materials and other materials to convey programs information.
Responsible for ADPAC duties, including troubleshooting hardware and software issues, and provides administrative support including timekeeping, posting all leave, overtime, compensatory time, etc., tracking care and bereavement leave usage and leave balances and working in concert with supervisors to ensure all leave is properly requested, posted, and certified.

RECENT GRADUATE REQUIREMENT: You must have obtained a qualifying associates, bachelors, masters, professional, doctoral, or technical/vocational degree or certificate from a qualifying educational institution within the previous two years.
Preference eligible veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed 6 years from the date on which the degree (or certification) was completed.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-9 Grade Level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Knowledge of the principles, concepts, and methodology of an administrative occupation as that has been supplemented by skill gained through experience; or by expanded administrative knowledge gained through relevant graduate study or experience. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level education (more than the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Typically, the employee may sit comfortably to do the work. No special physical demands are required to perform the work. The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices and meeting rooms.

Education must be accredited by an
accrediting institution recognized by the U.S. Department of Education to be credited towards qualifications. Provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
