The primary purpose of this position is to serve as an IT Specialist responsible for the administration, operation, and maintenance of computers, operating systems, including providing technical assistance, training, and support in order to provide optimum use of client desktop/laptop, printer, iPhone, VoIP desk phones, and telecommunication systems.
Duties
DUTY 1: Provides technical assistance in the area of information technology (IT) operating systems. As the organization's focal point for ensuring functionality and operability of the operating system environment, provides technical assistance to all users.
DUTY 2: Installs/repairs telephone systems, associated equipment, performs electronic telephone programming, prepares, and maintains accurate telephone records.
DUTY 3: Evaluates new systems engineering technologies and their effect on the operating environment. Reviews proposed technical solutions and identifies technical concerns or issues prior to acquisition efforts.
DUTY 4: Provides customer technical assistance and support. Provides ongoing technical support to customers to ensure proper functional use of equipment, iPhones, softphones, VoIP, and programs and to preclude undue interruptions to IT services.
DUTY 5: Conducts feasibility studies to identify and analyze client systems failures and analyzes data to determine if trends exist which forecast the need for future replacement or modification of client hardware and software.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes analyzing, managing, and/or performing work necessary to provide optimum use of client desktop/laptop, printer, iPhone, Voice over IP desk phones, and telecommunication systems by planning, testing, and implementing modifications, and to solve problems and accomplish work processes in support of information technology (IT) architecture, customer, and business needs.

OR
EDUCATION: Successfully completion of a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Note: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of operating systems software principles, practices, and methods; life cycle management techniques; IT infrastructure within an operating environment, new and emerging information technologies, and security methods and principles.
Knowledge of functionality and operability of the current operating environment sufficient to determine requirements and integrate them with overall design and characteristics of operating systems hardware and software programs and to act as a quality assurance evaluator.
Knowledge of IT principles, practices, system analysis concepts and methods to install, configure, test, and implement modifications and to interface hardware and software programs with operating systems.
Knowledge of customer support principles sufficient to receive, respond to, and ensure complete resolution of problems.
Knowledge of performance management and measurement methods to monitor systems performance data and make application systems tuning adjustments to optimize performance and correct and prevent problems.
Ability to communicate factual and procedural information clearly, both orally and in writing.
Thorough knowledge of standard communications installation practices and knowledge in the operation of various types of telephones, their option settings, features, and applications.
Knowledge of a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards, operational requirements, and the ability to relate to user requirements.
Skill in troubleshooting telephone systems and related equipment, determining cause of malfunction, and making
required repairs and using and maintaining a variety of hand and specialty tools
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
