This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Program Manager (Systems Acquisition Manager Acquisition) position is assigned to the Program Executive Officer Soldier, Project Manager Soldier, Survivability, Product Manager Soldier Clothing and Individual Equipment, located at Fort Belvoir, VA

Duties

Develops plans and objectives for assigned systems acquisition projects. Ensures strategy incorporates requirements including requirements determination, statutory/regulatory requirements, engineering evaluations, design and prototype development, test, logistics support, and follow-on evaluation/product improvement. Based on extensive organizational and acquisition knowledge of the programs/projects and systems acquisition process under the direction of the PM, the incumbent analyzes assigned portions of the program guidance received from higher headquarters. Tasks, directs, and coordinates with other internal and external organizations and offices engaged in the development and implementation of plans and objectives to assure that actions are in keeping with the PMs management direction. Serves as a systems acquisition manager, and advises management on all matters relating to one or more specifically assigned systems. Provides direction, assistance, and support for all operations and activities under the authority of the PM.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Practitioner Level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • Business travel required up to 25% of the time.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Selectee must be able to obtain and maintain a Secret security clearance.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: 1) Interfacing with leadership and technical teams to develop and defend plans for assigned programs; 2) Coordinating acquisition support activities necessary to meet program objectives across a program's life cycle; and 3) Assisting with the development of programmatic documentation such as Acquisition Plans and Acquisition Strategies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11.
