You will serve as an IT Project Manager (PLCYPLN) in the NAVSUP Navy ERP Enterprise Business Office of the NAVSUP BUSINESS SYSTEMS CENTER.
Duties
You will provide IT Logistics and supply system guidance in the procedural, technical, and planning aspects of automated systems and policy; and practices pertaining to new and/or improved business processes.
You will review contractor and government developed solutions to ensure accuracy, and compliance with the applicable regulatory and DOD/Navy/NAVSUP directives and approved strategic plans and goals.
You will coordinate across all functional teams to ensure the IT Supply Solution is both effective and compatible with internal and external system procedures.
You will manage projects and lead functional SMEs, other team members, and mission partners in collaboration of a project or task, which provides a Navy IT Supply Solution for customer business requirements.
You will serve as a key advisor and consultant to the Enterprise Business Office (EBO) Department Director on matters regarding project policy, strategies, procedures and projects.
You will define opportunities for new or improved business processes using the Navy IT Supply Solution.
You will provide analysis to develop strategies and procedures to improve Navy supply chain process effectiveness.
You will be responsible for the day-to-day administration of one or more enterprise level Navy ERP-related projects, including project training, planning and implementation within the NAVSUP clamancy.
You will act as the voice for NAVSUP on Department of Navy Enterprise-wide initiatives relevant to Navy ERP.
You will provide oral and written communication to senior leadership, customers, colleagues, team members on supply solutions for mission partners.
You will provide management oversight across all NAVSUP relevant business areas. This will include overseeing project efforts led by NAVSUP ERP Business Office Leads.
You will lead teams in identifying requirements and business process gaps, and work to resolve issues to the satisfaction of the customer, proposing technical alternatives.
Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802-IT Project Manager level Basic within 12 months of appointment.
- You must comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2.
Qualifications
Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Ensures walkthroughs/inspections are performed on estimates, requirements definition, design, documentation, code, testing, etc., as appropriate.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Determines appropriate products or services with clients or customers to define project scope, requirements, and deliverables.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Makes clear and convincing oral and written presentations to the command, sponsor, and users as required.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Ability to organize work, set priorities and determine resource requirements. Determines short-long range project goals and strategies. Monitors progress and evaluates outcomes.
In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing duties that include the following: 1) Developing and implementing a product release/implementation plan; 2) Coordinating requirements and conducting analytical studies to develop estimates; 3) Monitoring the progress of projects and ensuring timely communication with management and stakeholders; 4) Briefing and resolving problems as they are identified; 5) Executing to an agreed upon project cost, schedule and scope; 6) Identifying risks and recommending mitigation strategies throughout project milestones; 7) Determining short and long-range project goals and strategies; 8) Expressing information effectively, making clear and convincing oral and written presentations.
