You will serve as an ASSURED C2 SPECIALIST in the CURRENT OPERATIONS DIVISION of OPERATIONAL SUPPORT FACILITY.

Duties

You will be responsible for the development, refinement, and implementation of the Command and Control of Command and Control (C2 of C2) concept, doctrine, and procedures at COMPACFLT and Navy commands in the USINDOPACOM Area of Responsibility. You will develop and refine doctrine, plans, procedures, and training for Pacific Fleet Headquarters and subordinate commands. You will coordinate visits for science and technology stakeholders (contractors, funding agencies, scientists), and other operational subject matter experts. You will periodically travel to attend conferences, meetings, training events, and operations to advance the development and refinement of C2 of C2 doctrine and procedures. You will review and provide authoritative input to Joint and Navy doctrine, publications, and orders supporting C2 of C2, and as directed by the COMPACFLT Director for Operations (N3). You will serve as the POC for integrating cyber operations, C2 lines of operation, and associated cross-functional intelligence and communications system processes as they relate to assuring the ability to command and control assigned forces You will provide advanced training for C2 of C2 and/or Assured Command and Control (AC2) exercises and produce /coordinate lessons learned and after-action reports as required. You will represent the PACFLT Operations Directorate in cross-functional meetings, briefs, VTCs, and conferences for AC2 and C2 of C2 Matters, and as required by PACFLT N3.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector implementing doctrine, procedures and operational guidance to assure command and control in contested and denied information environments.
