You will serve as a Program Analyst in the Directorate Ship Management (DSM) of MILITARY SEALIFT COMMAND.

Duties

You will monitor and analyze manning, shipboard competency fulfillment, maintenance evolutions, budget execution, and ship/class operational efficiencies. You will collect, record, and report cost and performance data for the PM Project Office in order to assess readiness of shipboard assets. You will coordinate with other commands, activities and agencies within the Navy Department and Maritime Administration (MARAD) on matters related to activating, deactivating and transfer of ships assigned to the MSC Fleet. You will develop budget projections for long term per diem and reimbursable funded projects. You will serve as the Command’s sole representative at major operational conferences dealing with key Navy, DOD and Allied representatives.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Travel is a requirement for this position and may exceed 10-20%.
  • Travel is required to various work sites which includes both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations as well as ships at sea and in various ports worldwide.
  • The incumbent must be able to obtain and maintain a U.S. Government passport for official OCONUS travel.
  • Overtime and occasional overtime may be required.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Shipyard and shipboard work is a requirement of the position where the incumbent will be required to climb, crawl, and bend to accomplish shipboard inspections in a shipyard environment.
  • Employment and Financial Interests disclosure is required based off supervisor’s direction. Incumbent must complete OGE form 450 based off supervisor’s direction.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience participating in the planning, programming, budgeting, analysis, forecasting, and execution of an annual budget. Experience performing oversight of contract performance. Experience with commercial vessel practices to include American Bureau of Shipbuilding class requirements and how they affect the readiness of sea going vessels. Experience analyzing ship readiness, ship manning, and supplies/spares status. Experience identifying gaps and recommendations to improve deficiencies to promote mission readiness. Experience coordinating with stakeholder organizations on matters relating to operations, mission support and employment.
