The primary purpose of this position is to provide program analysis support to the technical advisor, and their leadership, on all aspects involving development and modernization of the installation's Command and Control (C2) operation, and support other wing and unit programs crossing a wide-array of functional areas aligned within the core competencies assigned.
Duties
Serves as the program analyst for wing/installation Command and Control (C2) modernization and development.
Provides subject matter expertise in developing policies and managing command and control programs and resources.
Makes assessments and evaluations of program goals/objectives which provide a basis for future planning to enhance the support capabilities involving C2.
Serves on the Installation Crisis Action Team (CAT) strategic command and control operations as an operations staff member and advisor to the CAT Director, Deputy CAT Director, and senior leadership, as needed.
Develops goals and objectives integrating the further modernization and development of the C2 operations mission and that of defense and protection of Wright-Patterson AFB.
This position is temporary and has a Not-to-Exceed date. However, this position may be extended to the fullest legally allowable period without further competition. The appointment may also end early due to lack of work or funds.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualifications Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband, NH-02, equivalent to the next lower grade, GS-11, or equivalent in other pay systems. Examples of specialized experience include experience developing, advocating, planning, and coordinating efforts toward completion of multi-phased, complex, programs and projects in areas such as developing policies and managing Command and Control (C2) operations, planning and coordinating efforts with installation operations centers/functional areas, and/or experience serving on an installation Crisis Action Team. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of command and control organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies.
2. Knowledge of command and control regulations, practices, and procedures.
3. Ability to develop/implement project/program plans for C2 functions and continue positive interactions with mission partners.
4. Ability to analyze, plan, and adjust C2 functions with mission partners to meet base-wide command and control requirements and objectives for the installation and wing operations.
5. Sense and ability to visualize the cause and effect of recommendations.
6. Aptitude to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
7. Ability to represent the Division and 88 ABW in presenting, justifying, and negotiating C2 issues and points as necessary in serving on multi-functional committees, working groups, etc.
8. Ability to access or locate information through the use of a personal computer and software programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
