This position is located at the Defense Logistics Agency located the DLA HQC facility on Fort Belvoir, VA and within the DLA Installation Management DM-Q FMWR Child and Youth Services Department.
Note: In accordance with current DLA Directives, member must reside within 100 miles / 2 hours commuting distance from the DLA Ft. Belvoir, VA complex.
Duties
Serves as Division Chief and Senior Authority for DLA Child and Youth Program (CYP) Division with responsibility for planning, managing, and executing a comprehensive child and youth program.
Serves as the principal advisor to the DLA Staff Director, FMWR and DLA Director of Installation Management, and other HQ staff elements for overall plans and strategies for child and youth initiatives.
Participates in operational planning with top FMWR officials and key operating officials in order to advise on implications of proposed management decisions, and to recommend alternatives based on subject matter expertise.
Ensures CYP Division conforms to all applicable DoD, Army, and DLA policies, Congressional legislation, and the most current child and youth development standards.
Manages the overall operations of the CYP Division.
Develops and/or approves all CYP operational guidance pertaining to child and youth programs to ensure compliance with published policies, regulations, and directives.
Oversights conducting the execution of the Higher Headquarters Inspections (HHIs).
Requirements
- Travel may be required to locations within the United States.
- Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Child Care Tier 1 background investigation.
- Must complete a health assessment including all required immunizations.
Qualifications
Candidates must possess specialized experience performing duties equivalent in scope and complexity to the next lower grade level to include: Progressive, comprehensive program management experience which provided the applicant with expert-level knowledge of theories, principles, and concepts of leadership, program administration, and regulatory compliance. This experience must have been equivalent in scope and complexity to the next lower grade level to include:
1. Experience in the oversight, direction, or management of a large-scale child and youth or family program at the Garrison level or equivalent within the military or private sector.
2. Executive leadership experience performing broad personnel management, workforce training and development, employee recognition, and a full range of supervisory functions which included managing and evaluating subordinate supervisors.
3. Business acumen to include strategic budget development/execution and financial oversight of elements within a large, multifaceted organization.
4. Demonstrated experience in evaluating program effectiveness and compliance with federal laws, accreditation criteria, regulatory standards, and applicable policies and procedures.
5. Skill in communicating effectively through the development and delivery of formal written and verbal presentations, such as briefings, info papers, and reports.
A bachelor's degree or higher in a related field is highly preferred.
In addition to the above, highly-qualified candidates will possess one of the following performing duties at the Garrison level or above:
Experience in child and youth programs as a coordinator, branch chief, or higher Child and youth program guidance development experience which
required coordination with higher-level components and stakeholders.
