THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION
This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)

Qualifications
GENERAL EXPERIENCE: 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
1.) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
2.) Plan and organize work; and
3.) Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled.Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable.
SPECIALIZED EXPERIENCE:
For GS09:
At least 24 months experience or knowledge that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Experience or knowledge includes applying a basic knowledge of technician procedures that impact on or are related to automated personnel data system operating procedures, capabilities and requirements. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with Department of Defense, U.S. Army, or U.S. Air Force. Knowledge of all human resources functional areas and data requirements, human resource methods/practices, staffing, recruitment, benefits, position classification, terminology, provisions, and restrictions to translate human resource practices into information system requirements. To be creditable, specialized experience must have been 12 months specialized experience equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
For GS11:
At least 36 months experience or knowledge that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Knowledge of, and skill in applying a wide range of Human Resource (HR) concepts, practices, laws, regulations, policies, precedents, rules and procedures of National Guard full-time employees (dual status (DS)/non-dual (NDS) status, Active Guard Reserves, Active Duty Special Work (ADSW), etc.), as they relate to system processes/functions capabilities and the infrastructure supporting the HR information system, sufficient to provide advice and guidance to state level HR management. Knowledge of the relationship between management needs and National Guard goals and objectives. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with Department of Defense, U.S. Army, or U.S. Air Force. Ability to communicate both orally and in writing sufficient to develop and present organizational and position analyses to management to gain acceptance and understanding of findings and recommendations. Skill in conflict resolution and team building.To be creditable, specialized experience must have been 12 months specialized experience equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
For GS12:
At least 36 months experience or knowledge that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. This includes experience or knowledge in a wide range Human Resource (HR) concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory/technical services on substantive organizational functions and work practices. Skill in analytical, diagnostic, and qualitative/quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex, interrelated HR problems and issues. Knowledge in techniques developing new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients. Knowledge in a wide range of HR case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations and interpret/analyze precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered. Skill in negotiation procedures and conflict resolution techniques sufficient for problem solving, advising management, and interacting (when required) with individuals in delicate/highly contested case matters and determinations. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with Department of Defense, U.S. Army, or U.S. Air Force. To be creditable, specialized experience must have been 12 months specialized experience equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
