This position serves as the Program Support Assistant for Nursing Services by directly supporting the management of the nursing workforce, recruitment, and retention office. This position reports directly to the Deputy Associate Director for Patient Care Services (DADPCS).
Duties
Duties include:
Provides a wide range of duties with specific responsibility for providing analytical, clerical, and administrative support to facilitate efficient and effective function of the workforce, recruitment, and retention office to support the mission of Nursing Services.
Establishes, maintains, and evaluates comprehensive nurse recruitment and retention program utilizing current concepts to retain existing staff while attracting qualified nursing personnel.
Works independently to serve the needs of the service and facility.
Provides training to the nurse leaders on proper use of software and HR systems such as MSS, PowerBI, and USA Staffing to assist with recruitment, retention, and onboarding of new staff.
Provides information concerning available trainings, arranges training courses, prepares reports, and facilitates scheduling of trainings.
Conducts data collection, prepares briefing notes, and creates a variety of presentations on a personal computer to complement these presentations.
Provides technical advice and assistance regarding clerical and operational aspects of recruitment. Examples include using SharePoint sites, Adobe, Microsoft for development of improved methods for tracking and deployment of data.
Is responsible for developing procedures and operating internal controls established to eliminate waste and prevent fraud in use of Government property and resources.
Obtains, organizes, files, and retrieves reports, correspondence, and numerical data for use in preparing status reports, briefings, and presentations.
Serves as the primary liaison with the Human Resources Management, coordinating the identification and communication of needs and receipt of HR services.
Collaborates with nurse recruiter to assure that the supervisors receive sound advice and guidance on position management through collaboration with specialists, including provision of staffing analysis, succession planning, and facilitation of position management reviews.
Identifies employees eligible for promotion and recommends staffing alternatives such as reassignments or details to fulfill operational needs. Serves as administrative/clerical liaison for all nurse recruitment data tracking such as vacancy rates, turnover rates, time to hire/fill, and academic affiliations.
Work Schedule: Monday through Friday; 8:00am-4:30pm; subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Maintains NPSB board minutes and tracks promotions, appointments, and awards.
Participate in high priority projects such as Nurses Week, Hiring/Recruitment Fairs, New Nurse Orientation, Daisy/BEE Award.
Maintain minutes for nursing leadership meetings.
Process timekeeping.
Analyze nurse recruitment and retention.

Physical Requirements: Work is generally sedentary. Typically, incumbents sit comfortably to do the work. However, there may be sonic walking, standing, bending, carrying of light items such as papers, books, small pieces of equipment and supplies, or driving an automobile. No special physical demands are required to perform the work.
