You will serve as a PROGRAM ANALYST in the Business Analysis Department (BD51) of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.

Duties

You will track and evaluate the budget throughout the operating year via integrated reporting systems against the Execution Plan. You will review, analyze, edit, and consolidate budget submissions and data calls. You will create exhibits and develop briefings to support/defend budget related issues. You will provide complex substantive management support services in the area of program cost analysis, annual/multi-year long range fiscal planning, and development of annual work plan(s). You will receive and maintain cognizance of approved funds, responsible for day-to-day management of the administration of the budget.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Experience working with Working Capital Fund and General Fund models to provide analytical services and budget execution management; 2. Developing and executing a Navy A-11 General and Administrative overhead budget; 3. Utilizing the Navy Enterprise Resource Planning (ERP) tool for financial or program analyst functions, including purchase requisitions, project structures, network activities, reporting, cost transfers, and/or undistributed labor. Must be able to successfully complete COR Training within prescribed timeframe: Employee will be appointed as a Contract Officer Representative (COR), and the incumbent is required to (at a minimum) to complete the necessary courses required for certification as a COR and any subsequent continuing training requirements necessary within the established time frames designated by DoD Instruction 5000.72, DoD Standard for Contracting Officer's Representative (COR) Certification
