You will serve as a HR SPECIALIST (EMPLOYEE RELATIONS/LABOR RELATIONS) in the TOTAL WORKFORCE MANAGEMENT PROGRAM OFFICE (N1) of MILITARY SEALIFT COMMAND.

Duties
You will advise managers on the application of civilian personnel policies and procedures in labor relations matters (e.g. discipline, grievance, appeals, fair employment practices).
You will consult with managers on resolving employee relations issues (e.g. leave, levels of work, medical issues).
You will counsel management on responses to unfair labor practice charges.
You will draft formal correspondence on disciplinary and adverse actions (e.g. letters of reprimand or major disciplinary action justifications).
Requirements

- Must be determined suitable for federal employment.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to obtain and maintain a current valid United States driver’s license.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Occasional overtime is a requirement of the position.
Qualifications
GS-09:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience resolving controversial, complex employee/labor relation issues; applying negotiation procedures and techniques, advocacy, mediation, interest based bargaining to resolve problems and advise management of effective solutions; formulating, preparing and presenting arguments and advisory opinions; preparing legal and case documents for difficult and controversial issues.

Education
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
GS-9: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
GS-07: 1 full year of graduate level education or superior academic achievement
