You will serve as a Senior Administrative/Technical Specialist or an Administrative/Technical Specialist in the Platforms Program Customer Advocate Department of Code 0CA known as the PLATFORM CUSTOMER ADVOCATE GROUP of NAVUNSEAWARCENDIV NEWPORT RI.
Duties
You will serve as the Senior ADMINISTRATIVE/TECHNICAL SPECIALIST or the ADMINISTRATIVE/TECHNICAL SPECIALIST working directly with a Platforms Program Customer Advocate.
You will provide independent recommendations to Program Managers and Department Management on financial and management policies and
processes affecting programs across the Division.
You will analyze and evaluate functions and processes to help determine more efficient and cost-effective ways of doing business.
You will analyze management information requirements to develop administrative reporting systems for the effectiveness of operations in meeting established goals and objectives of the program.
You will gather data and use analytical techniques, and systems evaluation methodologies for various data calls and quarterly reviews.
You will evaluate proposed changes in operating procedures and provide feedback and execution requirements on the impact of these proposed changes.
You will support Platform Program(s) Lead with coordinating and overseeing the multiple projects in several different departments the constitute the Platform Program.
You will prepare and conduct presentations and create written reports to propose changes in operating procedures and providing feedback and execution requirements on the impact of these proposed changes.
You will review data required for use in the management and direction of programs.
You will conduct life cycle cost analyses of projects or perform cost benefit or economic evaluations of current or projected programs.
You will interpret and implement federal regulations.
You will provide independent recommendations to program managers and department management on financial and management policies and
processes affecting programs across the division.
Requirements

Qualifications
SPECIALIZED EXPERIENCE FOR THE NT-05 POSITION:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector: analyzing financial procedures and evaluating system processes to support program managers in making decisions and propose changes for the effectiveness of program operations and compliance with regulations.
SPECIALIZED EXPERIENCE FOR THE NT-04 POSITION:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector: analyzing program data and reviewing financial policies to assist department managers and staff in prioritizing work for the effectiveness of program operations and compliance with regulations.

Education
In lieu of specialized experience for the NT-04 Position, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Possession of an LL.M. degree that is related to the position being filled.
