This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is for the Assistant Secretary of the Army for Financial Management and Comptroller (FM&C), Deputy Assistant Secretary of the Army (DASA) for Cost and Economics (CE), Cost Review Board at Fort Belvoir, VA. Selection will be made at GS-7-9-11 or 12 grade level.

Duties

Utilizes knowledge of mathematical, statistical, econometric, and other scientific methods and techniques to perform a variety of Cost Analysis duties. Performs a broad range of analyses in areas relating to acquisition costing of weapons systems, information systems, communications and electronics systems and related economic analysis. Assists in the development of independent cost estimates (ICE) and component cost estimates (CCE). Prepares reports and presentations, both oral and in writing and frequently briefs analyses. Provide recommendations to senior leadership advancing programs and methods. Participates in the administration, coordination and work in support of a higher-graded analysts or a team. Ensures sound cost estimating principles and statistical analysis practices are incorporated. Collects, normalizes and analyzes cost and economic concepts, methodologies and data. Perform broad range of analyses solving unique problems using advanced approaches and technologies. Facilitates integration of state of the art advances to maximize effectiveness of operations. Devises new methods, innovations, incentives and new applications of data, cost and economic analysis.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field BUSINESS - COST ESTIMATING (BUS-CE) within 60 months of entrance on duty.
  • The incumbent must be able to obtain and maintain a Secret security clearance.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-07: To qualify for the GS-07 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level (GS-05): 1) Utilizing professional knowledge of mathematical, statistical, econometric, and/or other scientific methods and techniques to perform a variety of Cost Analyses; 2) Collecting, normalizing and analyzing data on various information system programs. AND 3) Assisting in the development of independent cost estimates (ICE) for acquisition programs. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research, Engineering, Science, Economics, Mathematics, Statistics, or Management Science. OR Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. GS 09: To qualify for the GS-09 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level (GS-07): Specialized experience is defined as:1) Applying professional knowledge of mathematical, statistical, econometric, and/or other scientific methods and techniques to perform a variety of Cost Analyses; 2) Utilizing acquisition and information system programs to evaluate cost and economic analysis concepts, methodologies; AND 3) Assisting in the development of independent cost estimates (ICE) for acquisition programs. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research, Engineering, Science, Economics, Mathematics, Statistics, or Management Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS 11: To qualify for the GS-11 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level (GS-09): 1) Evaluating mathematical, statistical, econometric, and/or other scientific methods and techniques to perform a variety of Cost Analyses; 2) Collecting, normalizing and analyzing data as well as cost and economic analysis concepts and methodologies; AND 3) Assisting in the development of independent cost estimates (ICE) for acquisition programs. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Research, Engineering, Science, Economics, Mathematics, Statistics, or Management Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS 12: To qualify for the GS-12 level, all applicants must possess at least one full year of specialized experience equivalent to at least the next lower grade level (GS-11): 1) Defining and/or interpreting scientific methods and techniques to perform a variety of Cost Analysis duties in support of program requirements; 2) Independently collect, normalize and analyze data as well as cost and economic analysis concepts and methodologies; 3) Assisting in the development of independent cost estimates (ICE) for acquisition programs.
