About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.
Duties
Serves as a Human Capital Plans and Development Specialist in Directorate of Human Resources (DHR), United States Army Garrison West Point (USAG WP), New York.
Develops and maintains a strategic recruitment and retention program that will create a diverse, highly trained and motivated workforce.
Coordinates and suggests requirements and initiatives in support of the effective implementation of organization's leadership development programs.
Advises senior leadership and key managers in making the most effective decisions.
Identifies and implements workforce development initiatives to close existing and projected skills gaps.
Establishes, leads, and/or participates on cross-functional committees, teams, and special task force groups to develop and implement the program initiatives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Term position scheduled to last 2 years. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.
- This is an obligated position. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.

Specialized Experience: One year of specialized experience which includes 1) Formulating strategies to develop plans for workforce planning, training, curriculum, or other culture components; 2) working in one or more of the human capital development functional areas, such as Talent Acquisition, Talent Development, Performance Management, or Retention Programs; 3) Building business partnerships to determine learning needs in order to achieve organizational goals; and 4) briefing key stakeholders on change-management issues to allow the most effective decisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
