About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Position is being filled at the GG-09/11 target GG-11 level. Duties described reflect the full performance GG-11 level. Duties will be performed in a developmental capacity under close supervision.
Duties
Develop, plan, analyze, and implement Resource Management issues, projects, services, and programs related to the Area of Responsibility that includes Fort Eustis and Fort Gregg-Adams.
Train and adviss RNEC supervisors so that they prepare, and staff all required civilian personnel actions.
Assist the RNEC Director in establishing a system that ensures supervisors carry out their regulatory responsibilities under Army and Office of Personnel Management (OPM) policies for human capital management and human resources administration.
Perform organizational structure and workforce staffing/utilization actions and studies on procedural and relationship issues, to identify, coordinate and develop improvements in efficiency.
Track and maintain requirement, authorized, and assigned workforce, and keep management informed of workforce authorizations issues.
Manage, review, monitor, and ensure input of all electronic Requests for Personnel Action (RPAs) for the RNEC.
Write memorandums of instruction that assures responsible personnel are informed and/or trained on information concerning new and revised procedures concerning personnel evaluations, awards, decorations, and rating schemes.
Periodically sample, review, and edit performance appraisals and awards for compliance to regulations.
Administer the RNEC and LNEC Training Program, tracking and reporting all training in the approved tracking system.
Perform research, develop data, and prepare letters, studies, reports, and other miscellaneous material on a large variety of subjects relative to resource and manpower management and various special projects.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a Secret Security Clearance.
- May be required to work overtime.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Call back and emergency duty are regular requirements of this position.
- The employee may be required to work shift work if the organization moves to a 24/7 operation.
- The employee must possess a valid motor vehicle driver’s license.
- Employee is required to maintain a working telephone and/or cellular telephone (government issued) at all times.

GS-09 Requirement:
Specialized Experience: One year of specialized experience which includes: assisting with collecting and reviewing data for reporting purposes; assisting in maintaining records of training requests or completed training of personnel; and assisting with evaluating the effectiveness of various new, existing, or modified administrative programs.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business management, public administration, or communications.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Requirement:
Specialized Experience: One year of specialized experience which includes: collecting, compiling, and/or developing data into suitable reporting format and furnishes reports; providing advice to management on matters regarding budget regulations and guidelines or financial management; AND providing support and assistance to employees traveling for work.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business management, public administration, or communications.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
