Duties

This Human Resources Specialist position is located in the Transportation Security Administration (TSA), Enterprise Support (ES), Human Capital Office (HC), Human Capital Policy and Career Programs Division, Policy Development Branch. The major duties described below reflect the full performance level of this position. Typically, the lower Pay Band (Pay Band H) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex. Typical duties include but are not limited to: Plans, designs, and leads human capital (HC) operational and strategic studies, assessments, or evaluations; and advises others to improve programs and/or influence policy changes that involve long-range, highly complex and sensitive topics. Serves as an advisor to provide expert guidance and technical assistance to management in the development of strategic work plans and standard operating procedures (e.g., conduct organizational needs assessments, workflow assessments, determine organizational readiness for change, lead change initiatives, and originate new techniques or develop new information); and provide technical assistance in resolving novel or complex situations related to multiple HR disciplines. Interpret, and evaluate new or existing policy guidance, legislative, regulatory, to project impact upon existing programs or develop recommendations that may modify program business practices and provide recommendations for improvement consistent with HC strategies and goals. Develops and analyzes data extracts and reports from automated Human Resources Information Systems (HRIS) and databases; determines data requirements and validation methods; and efficient and effective approaches for presenting reports and graphics to management. Develop survey tools and conduct survey/focus groups, group facilitation and other techniques and methods necessary for organizational assessment and change. Provide assistance and technical support in the development, implementation, and ongoing review of accountability functions and program operations and lead internal management control activities, including advising HC management on establishing and implementing effective HR internal controls.

Qualifications

To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience equivalent to the SV-G or GS-11 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Applying knowledge of the Federal human resources management statutes, regulations and policies within one of the following functional areas: recruitment and placement, processing personnel actions, compensation, employee relations in order to process transactions; AND Interpreting policies, directives and regulations and providing technical assistance; To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience equivalent to the SV-H or GS-12 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Applying knowledge of the Federal human resources management statutes, regulations and policies within two of the following functional areas: recruitment and placement, processing personnel actions, compensation, employee relations in order to process transactions and ensure compliance with program requirements; Interpreting policies, directives and regulations and providing technical assistance; AND Analyzing data extracts and other information in order to draw conclusions and provide written and oral feedback for corrective measures, process improvement or recommendations. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
