You will serve as an Administrative Officer in the Systems Directorate, Radar Division, Code 5302, of NAVAL RESEARCH LABORATORY.
Duties
You will recommend administrative and management goals and objectives.
You will devise, initiate, plan, coordinate, direct, and execute the administrative and financial management actions of the Division.
You will coordinate and execute the Division's direct and indirect budget; compare program performance with the budgeted plan; accept funding; analyze expenditure rates and provide solutions; allocate funds; establish job orders; amend budgets.
You will develop, manage, and apply policies and procedures relating to budget and accounting in a revolving fund environment.
You will act as the focal point for administrative project-related issues, determining resource requirements such as space allocations, salary needs and procurement.
You will control the procurement of services, equipment and materials, and manages equipment inventories.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Developing, managing and applying policies and procedures related to budget and accounting in a revolving fund environment; 2) Performing studies and analyses of administrative policies and procedures; 3) Managing procurements, contracting, and equipment control procedures for a division; 4) Evaluating financial management policies and procedures; 5) Analyzing and overseeing daily office workflow to ensure completion and/or proper routing and tracking; and 6) Communicating orally and in writing to effectively carry out integrated advisory and program work.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Ph.D. or equivalent doctoral degree;
- 3 full years of progressively higher level graduate education leading to such a degree;
- LL.M., if related; or
- A combination of experience and graduate education as described above that equates to one year of experience
