You will serve as a Human Resources Specialist (Labor & Employee Relations) in the Labor and Employee Relations Department of Fleet HRO Norfolk. FLEET HRO NORFOLK.
Duties
You will serve in an advisory capacity to management in all stages of disciplinary/adverse actions and related Employee Relations cases.
You will provide input on decisions which have an impact on overall HR policy at service commands.
You will serve as a “troubleshooter” or “consultant” to management on all ER/LR issues with overall responsibility for resolving controversial issues and problems.
You will provide technical assistance and solutions to novel and obscure problems/issues.
You will coordinate and/or prepare responses to external program review findings and recommendations regarding sensitive issues.
You will assist the supervisor in conducting internal assessments of the ER/LR functional program.
You will provide guidance, consultation, and staff assistance on all ER/LR matters.
You will develop agreements between management and labor organizations, alternative dispute resolutions (ADR), contract negotiations, arbitration hearings, and unfair labor practices (ULP) complaints.
You will provide technical assistance to senior level LER Specialists in proceedings before the Federal Labor Relations Authority (FLRA) and the Federal Services Impasses Panel (FSIP).
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience researching and interpreting federal/local laws/policies and case law to provide advice and guidance to management officials on a variety of Human Resources labor management and employee relations issues.
Experience recommending appropriate resolutions to interrelated Human Resources labor management and employee relations issues.
Experience interpreting negotiated collective bargaining agreements to advise management on union-related matters.
Experience advising management officials on adverse actions, disciplinary actions, performance-based actions, grievances, unfair labor practices, and union requests for information.
Experience negotiating and/or advising on labor agreements.
Experience providing training on topics such as Labor Relations, Disciplinary and Adverse Actions, Performance Management and Leave Administration.
Experience utilizing written communication to formulate advisory opinions to management on Employee and Labor Relations matters.
Experience providing technical assistance in proceedings before the Federal Labor Relations Authority (FLRA).
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience interpreting and applying employee and labor relations principles, practices, laws and regulatory requirements to provide advisory and technical consultation to manager/hiring officials.
Experience researching and evaluating employee and labor relations laws, policies and precedents to provide human resources management advisory services.
Experience assisting managers on complex and controversial cases with multiple issues and requiring avenues of redress, with limited or conflicting factual information, requiring judgement in interpreting ambiguous case law.
Experience drafting policy guidance and instructions in the areas of employee and labor relations.
Experience conducting research on matters pertain to contract negotiations, third party case law decisions, and/or unfair labor practices to identify course of actions after the identification of problems.
Experience and skill in written and oral communication to prepare and present findings in a logical and clear matter.
Experience using MS Office products and Human Resources Information Systems sufficient to work effectively and with limited assistance from others.
