Duties

The primary purpose of this Mission Assurance Specialist position is to provide functional management over planning, direction, organization, and control for the Operations Support and Technical Development Branch activities under supervision of the Branch Chief; provides functional management expertise to include: data collection and analysis; identification of requirements and resources supporting program goals and objectives; identification of mission related intra-and interdependencies amongst DoD Components, Defense Sectors; Federal, State, and local governments, the private sector; foreign countries; develop plans, processes, and procedures to develop and implement standardized operations-focused mission capability; identify, validate and submit consolidated and prioritized resource requirements to the appropriate authority; ensure Information Assurance Accreditation requirements for the Strategic Mission Assurance Data System (SMADS) and other capabilities are maintained and updated as needed; frequently performs duties in the areas of resource management and contract administration. Participates in the planning and organizing of the activities of development support of Mission Assurance operational, higher headquarters reporting, and risk decision-making requirements Functional management responsibilities; assists with the direction for the technical development, fielding, and maintenance of Strategic Mission Assurance Data System (SMADS) and other operational capabilities Leads in quality assurance meetings with system users and supports integration of other Mission Assurance related capabilities Develops and maintains necessary lines of communication, Memorandums of Understanding, Memorandums of Agreement (MOUs/MOAs), and promotes data standardization and information protection/sharing with other Government agencies, DoD Components, Defense Sectors, private industry, and foreign countries as requested Resource management; assists the Branch Chief/Program Manager in performing duties associated with resource management and contract administration

Qualifications

The incumbent must be able to obtain and maintain a TOP SECRET/SCI clearance as a condition of employment. This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. The incumbent is subject to random testing for drug use This position requires the incumbent to obtain and maintain the appropriate Information Assurance certification in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program, within 6 months of entry onto duty. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administrative and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations toward development and/or improvement of critical command plans and readiness; thorough knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives; detailed knowledge of the various command entities involved in overall planning and execution of operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Proficient knowledge of OSD and Joint Chief of Staff requirements definition and system acquisition/development processes Knowledge of the mission, roles, functions, organization structures, and operation of DoD, Combatant Commands, Service Departments, and command organizations that govern, interface with, and influence division and program responsibilities and activities. Provides senior leadership technical knowledge that enhances the credibility on a highly technical operations support project, the ability to understand important aspects of the project, and the ability to communicate with a wide range of technical development team skill sets. Skill in evaluating and resolving complex problems. Uses initiative to identify complex problems and rely on sound leadership, technical, and managerial skills to resolve Ability to interpret DoD, national policy, regulations, procedures and systems processes, and correctly apply concepts to solve CDRUSSTRATCOM policy initiatives; ability to integrate personal knowledge and personal study finding to develop recommendations and guidelines for USSTRATCOM policy Skill to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
