The primary purpose of this position is to act as a Joint Education Program Analyst providing Combatant Command level educational development oversight, consultation, advisement, and facilitation for the Command and assigned teams and personnel.
Duties
Plans, organizes, and oversees efforts and projects to achieve and improve the quality, effectiveness, and timeliness of education program accomplishment.
Develops and oversees the execution of Federal Government contracts for the Division and Directorate.
Directs and/or leads Combatant Command special projects, studies, and collaboration efforts.

- Work may be required to be accomplished outside of normal duty hours, which may include evenings, weekends, or holidays, on an infrequent basis.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include in-depth background in employee training, education, and professional development principles. Knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Position will require use of analytical methods and techniques along with consultative and investigative skills. Typical problems encountered in this position may be beyond normal day-to-day training processes and procedures, and could extend to more complicated or complex challenges. Knowledge of DoD military Command structure. Skill in designing, conducting, and leading comprehensive studies and developing solutions to broad, important, and unique problems. Ability to negotiate effectively with external organizations, agencies, executive leadership, management and counterparts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of education and training functions, theories, and techniques related to team and individual educational development.
2. Knowledge and ability to provide professional academic educational development and career-specific advice to individual clients who are typically experienced professionals.
3. Knowledge and experience interfacing with academic institutions at the graduate or post-graduate level on issues of enrollment, registration, and academic advisory services.
4. Ability to communicate effectively with senior executive leadership and others, both orally and in writing, in working out solutions to problems or questions relating to work.
5. Knowledge of fact-finding and investigative techniques including the ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
