Duties
As a PROGRAM ANALYST (Acquisitions) you will be responsible for the following duties:
- Responsible for acquisition planning, organizing, and managing tasks and projects for the entire acquisition life cycle.
- Support all activities for determining the appropriate acquisition/contract strategies required to support procurement of services, equipment, supplies, government purchase card, and facilities.
- Serve as the Contracting Officer's Representative (COR) with responsibilities for participating in the planning, directing, controlling, and administering of assigned program elements in connection with the assigned areas.
- Provide advice, guidance and assistance to senior management concerning the contractual/ procurement aspects of highly complex, high monetary value, long term acquisitions for major systems.
- Consult with the supervisor to manage the complete acquisition program designated major systems/equipment throughout the entire life cycle of assigned systems.
- Collaborate with program managers and stakeholders to analyze and define acquisition requirements, including identifying needs, desired outcomes, and technical specifications.
- Develop acquisition strategies, acquisition plans, and acquisition milestone schedules to guide the procurement process and ensure compliance with regulations and policies.
- Conduct market research to identify potential vendors, assess their capabilities, and determine the availability of goods and services.
- Monitor contractor performance, ensuring compliance with contract terms and conditions, and resolving any issues or disputes that may arise during contract execution.
- Maintain accurate contract files and documentation, including contract modifications, correspondence, and other contractual records, to ensure compliance with regulations and audit requirements.
- Collaborate with internal stakeholders, such as program managers, legal counsel, finance personnel, and technical experts, to facilitate effective acquisition planning, contract management, and resolve issues.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Preparing business-related analytical products supporting risk-based decision making for acquisitions, purchasing, and contracting. Providing analyses, recommendations, and alternative actions to assist senior leadership decision making. Preparing and presenting reports and briefings and engaging and collaborating with internal and external stakeholders. Participating in working groups, integrated project teams, and task forces to formulate, coordinate, and recommend processes to improve performance and productivity.
