You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT/PLACEMENT) in the MILITARY SEALIFT COMMAND, TOTAL FORCE MANAGEMENT PROGRAM OFFICE of MILITARY SEALIFT COMMAND.
Duties
You will assist in the development, evaluation, and administration of short- and long-range plans concerning marine recruitment, participating in event planning, presentations, and community activities.
You will prepare promotion and hiring plans, perform job analyses, and prepare and publicize announcements for internal and external vacancies in the assigned CIVMAR functional department.
You will assist in developing short and long-range plans related to marine employment, conducting, scheduling and recording all Evaluation Board deliberations.
You will perform job analysis to determine the knowledge, skills, abilities, training and license requirements required for a job; identify and defines operating procedures for civilian mariner job analysis.
You will prepare documentation of boards ‘selections and recommendations to selecting officials, also responsible of advising the applicants of the results of the board.
Requirements

Qualifications
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing Human Resources theories, concepts, practices, laws, policies, rules, regulations, precedents and procedures to perform a variety of recruitment and staffing assignments. Experience determining most efficient means to identify a sufficient pool of job candidates to fill vacancies and meet personnel goals of customer organizations. Experience performing internal and/or external recruitment methods and procedures such as analyzing recruitment sources, utilizing human resources information systems, and providing advice and assistance in resolution to issues in recruiting and retaining a quality workforce.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-07
1 full year of graduate level education
or
superior academic achievement
