Duties

As a PROGRAM MANAGER (WHITE CELL) at the GS-0340-13/14 some of your typical work assignments may include: Responsible for the execution of complex Red Team actions which involve coordinating Red Team missions with high-level customers such OSD, COCOMs, Services, Agencies, as well as State and Local authorities. Responsible for the overseeing the application and execution of Red Team authorities, and the approval, disapproval, and/or communicating proposed assessment activities to higher level and/or legal reviewers. Provides expert high-level technical advice and counsel to the Red Division, Mission Assurance Department, DTRA Leadership, and assessment customers to include OSD, COCOMs, Services, and Agencies, as well as State and Local authorities. Develops procedures in coordination with program execution to enable legal and safe assessments in support of NE-MA Department's Mission Assurance Assessment programs. Provides oversight and integrates the Red Team, Red Team partners, customers, and other stakeholders to accomplish planning tasks, perform adversarial-based red team assessments, and provide recommendations on mitigating identified vulnerabilities. Identifies and recommends corrective actions and mitigation strategies for vulnerabilities of systems, facilities, and infrastructure that comprise critical missions. Identifies and provides mitigation alternatives to Commanders/Directors of critical infrastructure, systems, and missions. Oversees the execution of Red Team assessments. Responsible for the overall conduct and management of specific Program assessments, to include the safety, legal, and security aspects. As such, provides advice and guidance to the Program staff and customer representatives on all matters pertaining to statutory and regulatory requirements and other administrative directives. Recommends improvements to processes and products as well as resolves technical problems, developing solutions that are innovative and precedent setting. Interfaces with OSD, Joint Staff, CCMDs, Military Services, and high-level Federal, state and local government agencies, for assigned Program(s). Facilitates the coordination of assessment requirements within the Red Team as well as with the Mission Support Division, the Mission Assurance Assessment Division, and a multitude of other DTRA directorates. Routinely briefs General Counsel on Program mission, scope, and objectives, and assessment coordination. Responsible for coordinating assessments with the Program's customer, asset and facility owners, and other designated stakeholders. Ensures the team operates in concert with the assessment's objectives and Red Team authorities. Communicates the Program plan, assessment focus areas, hypothesis, actionable events, milestones, and/or programmatic issues under review. Oversees the coordination of cost estimates and participates in annual and quarterly briefs on budget projections. Develops and presents safety, security, and legal authorities brief to partner organizations; ensuring all team members are prepared for all the unique requirements for the assessment. Works with team members to produce work products to inform customers of identified vulnerabilities. Informs the supervisor of the culmination of outcomes and results, e.g., timely delivery of operations orders, customer briefs, legal decisions, and assessment reports, as well as other services provided by the team accomplished during the life cycle of the assessment.

  • This position is designated as Emergency Essential (EE).

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Demonstrated experience relaying and defending complex concepts and procedures to senior officials via both oral and written briefings, and; Demonstrated experience successfully performing multiple complex actions simultaneously, and must excel in dynamic team environments, and; Demonstrated experience in providing oversight to, and execution of, security and/or vulnerability assessments, and; Experience applying critical thinking while examining all aspects of a scenario, forecasting possible outcomes, and deciding on the best course of action, and; Experience using sound judgment to identify and mitigate risk through activities, methods, or use of technologies that require additional authorizations, and; Experience reviewing, interpreting, adjudicating, and applying operational policies and directives and seeking legal guidance in cases not covered by authorities. You may qualify at the GS-14, if you fulfill the following qualifications: B. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Extensive experience relaying and defending complex concepts and procedures to senior officials via both oral and written briefings, and; Extensive experience successfully performing multiple complex actions simultaneously; must excel in dynamic team environments, and; Demonstrated experience in providing oversight to, and execution of, security and/or vulnerability assessments, and; Experience applying critical thinking while examining all aspects of a scenario, forecasting possible outcomes, and deciding on the best course of action, and; Experience identifying and mitigating risk through activities, methods, or use of technologies that require additional authorizations, and; Experience reviewing, interpreting, adjudicating, and applying operational policies and directives and seeking legal guidance in cases not covered by authorities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
