You will serve as a PROGRAM ANALYST in the Military Sealift Command (MSC), Directorate Ship Management (DSM) of MILITARY SEALIFT COMMAND. Salary Range GS-09 $57,824-$75,168 / GS11 $69,961-$90,946

Duties

You will assist in day-to-day program analysis activities of projects to accomplish the organizational mission. You will perform review and analysis of major programs of the organization and preparing evaluative material for use of management officials in program review and evaluation presentations. You will monitor and analyze program operations to ensure operational readiness. You will develop program briefings for internal and external customers. You will compile and forecast maritime operating-cost trend including life cycle and rate making cost analyses. You will review and analyze headquarters program work flow; advising on the distribution of work among positions and the appropriate staffing levels and skills mix.

  • Travel for this position -- 10-25% or more travel is required to various worksites which includes both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations as well as ships at sea and in various ports worldwide.
  • The incumbent must be able to obtain and maintain a U.S. Government passport for official OCONUS travel.
  • Occasional overtime may be required.
  • A valid state Driver's license is required to facilitate traveling to customer worksites and other local work sites for meetings and consultations.
  • Employment and Financial Interests disclosure may be required. Incumbent may be required to complete OGE Form 450 annually.
  • Shipyard and shipboard work is a requirement of the position where the incumbent may be required to climb, crawl, and bend to accomplish shipboard inspections in a shipyard environment.

Qualifications

FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Participating in the planning, programming, budgeting, analysis, forecasting, and execution of an annual budget for ships; Applying contracting procedures and policies in relation to commercial ship operations and maritime practices, (i.e., require analysis of interrelated issues of effectiveness, efficiency and productivity for sealift selection which meets overall mission requirements within the constraints of national and international laws, regulations, contracting requirements and cost effective utilization of assets); Conducting ship operating contracts with respect to operation, maintenance and support requirements, reports and data submission requirements, and provisions for assessing contractor performance; Adhering to commercial vessel practices to include USCG regulatory and American Bureau of Shipping (ABS) class requirements and how they affect the readiness of sea going vessels; AND Utilizing Project Management i.e., (management and organizational), principles including audit or inspection practices applicable to government programs to perform reviews/analysis of major programs of the organization, and prepare evaluative material for use of management officials in program review and evaluation presentations. FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Maintaining continuous up-to-date status of vessels of the project to which they are assigned to determine effectiveness in mission performance; to detect deficiencies in operations and maintenance; and to evaluate policy for procedures which have been implemented to achieve maximum utilization of assets; Utilizing qualitative and quantitative techniques and computer software applications used in collecting and measuring cost and schedule details for large programs; Measuring/tracking operational readiness of the ships assigned - reviewing/implementing basic policies/procedures to improve readiness and operational effectiveness of the ships assigned; Using computer tools to present data or ideas in various formats, such as reports, letters, memoranda, point papers, briefs, etc... ; Developing a methodology for data collection, to then organize and analyze it for logical conclusions, and finally to present it in a meaningful manner, utilizing common computer tools; AND Identify resources, including cost and personnel, required to support varied levels of program operations.
