The primary purpose of this position is to serve as a program analyst responsible for analyzing and evaluating initiatives and developing recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations relating to environmental restoration and restoration information management systems.

Duties

Duty 1: Serves as a technical advisor with responsibility for managing and conducting comprehensive analysis of a restoration information management program, systems, and work processes to evaluate their effectiveness and efficiency to ensure planning and performance integrity. Duty 2: Documents planning and programming decisions in accordance with appropriate directives to meet Air Force and Organization requirements. Duty 3: Actively participates in Organization strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Duty 4: Works with installations and program managers for receipt of environmental programming documents such as the site narratives, cost estimates, and justifications for reprogramming actions. Duty 5: Analyzes restoration information management data and other data systems to prepare presentation materials for briefings, training sessions, strategy sessions, data calls, and data requests.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes advising, analyzing, planning, and strategizing for the effectiveness of environmental restoration programs and restoration information management systems, with the ability to present and develop recommendations on findings. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of wide range of qualitative and/or quantitative methods and techniques for analyzing and measuring the effectiveness and efficiency of the Organization plans and programs for meeting requirements of the restoration information systems and environmental restoration programs initiatives. 2. In-depth knowledge and skill in the application of DoD and Air Force management engineering principles, concepts and methodologies; goals, resources, objectives, organizations, functions and sources pertinent to the programs and the organizations studied or served. 3. Advanced knowledge and skill sufficient to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes and trends, as well as recognize and analyze problems, conduct research, summarize results, brief and make appropriate recommendations. 4. Skill in applying analytical and evaluative techniques to the identification, consideration and resolution issues or problems concerning efficiency and effectiveness of program operations sufficient to independently plan and execute complex, multi-faceted projects. 5. Ability to recognize the interrelationships of the various functions of environmental restoration programs and to have the skill to integrate this information for effective program evaluation. 6. Ability to communicate effectively, both orally and in writing, to gain cooperation from other through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
