The primary purpose of this position is to serves as the Technician Personnel Human Resources Division chief within the National Guard Bureau (NOB), Manpower and Personnel Directorate.

Duties

As Division Chief, plans, organizes, and oversees the activities of the Division. Exercises supervisory personnel management responsibilities over civilians, and military personnel assigned to the Technician Human Resources Division (JI-HR). Establishes, develops, and maintains effective working relationships with NGB, ARNG, ANG, DA, DAF, DOD and OPM staffs. Provides the highest level of labor relations services, assistance, and interpretation to the Chief, National Guard Bureau and his staff, the various States Adjutants General, and other National Guard management officials regarding negotiations, mediation, arbitration, elections, union recognitions, disputes review, negotiability determinations, and all third party presentations. Exercises delegated managerial authority to set a series of annual, multi-year or similar types of long-range work plans for in-service work. Works for the Chief, Directorate of Manpower and Personnel within the National Guard Bureau (NGB). Exercises executive authority for formulating program goals, plans, policies, and work plans dealing with the development and operation of division-wide and command-wide Technician Personnel Human Resources functions and activities.

  • Position may perform other related duties as assigned.
  • This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of, and skill in applying, a wide range of HR laws, staffing, executive orders, workers compensation, policies, directives, instructions, and concepts governing HR functions such as position classification, pay, and employee/labor relations program, separations, retirements. Extensive knowledge and understanding of complex Federal HR management functions, theories, and techniques; and relationships of various HR disciplines as well as organizational functions and work practices. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to staffing and pay, classification and position management, benefits and entitlements, training and career development, labor and employee management relations, workers compensation, enterprise human resources information systems management and administration, separations, retirements and program evaluation; merit system programs; workforce reshape, organizational design, and reduction-in-force; emergency hire programs; incentives and allowances; and pay and injury compensation. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD, National Guard Bureau staff, Army and Air Directorates and activities and organizations to provide command level staff guidance and/or Technician Personnel Human Resources program management and administration . Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
