The primary purpose of this position is to administer assigned segments of the Equal Employment Opportunity (EEO) Program. Position is responsible for managing the Special Emphasis Programs (SEP), which are employment programs for minorities, women, and people with disabilities. Position participates and serves as an advisor on select committees/meetings.
Duties
Directs, manages, and leads multiple Special Emphasis Employment Programs.
Participates in the implementation of formal plans to enhance the employment and advancement opportunities of members of protected groups under the auspices of the Equal Opportunity Commission.
Assists in attracting, recruiting, developing, and retaining a well-qualified diverse workforce through such efforts as: marketing assigned program, participating in outreach initiatives, establishing a rapport with civic leaders, partnering with local schools/colleges/universities, conducting local labor market analyses, advocating use of all recruitment sources (i.e., Schedule A for disabled candidates, etc.), promoting awareness of employment, educational, career advancement, and self-development opportunities for internal AF employees.
Develops short and long-range program goals for assigned program(s) and under the direction/in coordination with Affirmative Employment Program Manager (AEPM), finalizes applicable program goals for inclusion in the Installation's Affirmative Employment Program Plan (AEPP).
Provides advisory services to ad hoc committees representing various EEO-related initiatives and/or panels.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include applying comprehensive and thorough knowledge of laws, regulations, executive orders, court decisions, and issues related to equal employment opportunity and affirmative employment and special emphasis programs and skill to apply this knowledge to a variety of difficult and complex work assignments; experience identifying equal employment opportunity problems and developing concrete action plans to solve these problems to advise managers on appropriate courses of action to eliminate barriers to equal employment opportunity; experience with a wide range of methods of fact-finding, analysis, and resolution of complex problems and development of concrete action plans to solve equal opportunity demographic problems; and experience in fact-finding and analysis of a variety of facts and opinions concerning controversial complex EO issues by determining meaning, relevancy, and significance of a large body of complex and interrelated pieces of information from many sources, weighing evidence, identifying problems, making conclusions and recommendations, and reporting and presenting findings. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of a wide-range of personnel disciplines, case law, principles, practices and regulatory requirements sufficient to perform detailed analysis and advise senior leadership on AEP and SEP principles.
2. Knowledge of methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve problems.
3. Knowledge of and ability to apply laws, executive orders, regulations, policies, and concepts pertaining to Federal Equal Employment Opportunity Programs.
4. Ability to communicate effectively both orally and in writing when preparing written documentation and presenting professional oral presentations. Uses tact and diplomacy in an effective manner.
5. Ability to gather data, analyze facts, draw conclusions, and devise solutions to identified problems.
6. Knowledge of management and installation's mission objectives and their implications on personnel management programs at large, multi-mission or otherwise diverse and complex organization or installation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
