About the Position: This position is located at the National Guard Bureau, Human Capital Management, Civilian Management Branch, Arlington, VA.
About the Surrounding Area: Situated in Northern Virginia on the south bank of the Potomac River directly across from Washington D.C. Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums.
Duties
Provide management-employee relations support and is the technical authority to the Army National Guard (ARNG) employees nationally.
Assist employees, managers and supervisors on grievance procedures and appropriate options for proper resolution of conflicts or problems.
Develop local policies and plans on discipline and adverse action.
Coordinate with the CPAC and legal officials as appropriate.
Provide assistance to managers and supervisors in processing disciplinary actions, grievances and appeals.

Specialized experience is defined as: Serving as the technical authority providing advice and assistance on all matters relating to employee relations, labor relations and performance management for an organization; interpreting and applying laws, regulations, case law, and local policies to resolve or correct performance and conduct issues; working with labor unions on complex issues in a variety of areas such as contract negotiations, bargaining unit determinations, arbitration, and unfair labor practices; and providing training to managers and supervisors regarding employee evaluations, probationary periods, employee recognition programs and disciplinary procedures.
This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-12 or equivalent).
GS-12 Minimum qualifications: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
Specialized experience is defined as: Develop status reports for the organization; Advise managers on appropriate disciplinary actions for the employee on performance issues or conduct; Conduct studies to develop management skills; working with labor unions on complex issues in a variety of areas such as contract negotiations, bargaining unit determinations, arbitration, and unfair labor practices.
