Duties
Identifies procedural problems in program operations, using quantitative Customer Service or qualitative methods.
Prepares work plans and project artifacts according to existing procedures and customer input.
Assists in the development of directives and training development, documentation, and implementation of project processes and procedures.
Assists in developing new methods, organizational structures, and management processes.

Qualifications
Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service. Experience for this position includes: participating in program studies and analysis of operations, preparing materials for workflow, preparing initial works plans, drafting reports based on existing procedures, reviewing operational plans and make recommendations for improvement, and determining the need for work standards and control systems.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
