This position is located within the Office of the Assistant Director at the Eastern Oklahoma VA Healthcare System (EOVAHCS). The incumbent will report directly to the Assistant Director and provides administrative support to the Executive Leadership Team and front office staff.

Duties

Duties: Provides advice and guidance for improvements and anticipates potential areas of concern or questions that should be addressed when making recommendations. Notifies the appropriate staff officials of the need for information or recommendations, and either prepares the response or follows up to ensure a timely response by others. Monitors and initiates follow-up action to problems or special requests made by the Executive Leader to ensure completion. Conducts periodic administrative training sessions for all secretaries and administrative officer to ensure compliance with VHA policies and facility procedures. Oversees designated timekeepers assuring that staff are trained in requirements for maintaining accurate time and attendance records. Directs administrative support services to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately. Acts in a confidential capacity and exercises discretion in handling and coordinating sensitive information on behalf of the Executive Leader and other management officials, to include hearing preparations; audits and investigations; disciplinary actions; attendance at management meetings where labor-management relations matters are discussed; Bargaining Unit meetings; etc. Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy. Reviews, interprets, and provides recommendations for the revision of regulatory guidelines, policies and standing operating procedures pertinent to personnel administration and all system operations. Knowledge of principles of management and organization, including administrative practices and procedures of organizations, such as those pertaining to areas of responsibility, changes of communication, delegations of authority, routing or correspondence. Uses research skills to conduct fact-finding analysis that is needed to accomplish the assigned task(s) or particular assignment(s) Provides administrative support requiring analysis of a variety of areas impacting the Executive Leader. Based on day-to-day observations, analysis of work processes, and special duties, the incumbent evaluates facility program operations; identifies problems, inefficiencies, and potential problems; and develops recommendations for the solution of administrative problems and conflicts. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday (8:00-4:30pm) Telework: ADHOC - VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-7 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or educationas described below: Specialized Experience GS-7: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of principles of management and organization, including administrative practices and procedures of organizations, such as those pertaining to areas of responsibility, changes of communication; delegations of authority, routing or correspondence; Knowledge of and skill in applying analytical and evaluative methods and techniques to analyze and assess programs and projects; Knowledge of pertinent laws, regulations, policies, and precedents of business practices, program goals, mission objectives, work processes and administrative operations of the VA. Knowledge of key personnel and lines of authority within the medical facility to effectively manage administrative activities and the flow information; Ability to identify problems and protentional problem areas based on daily observance or studies; analyze and measure the effectiveness efficiency, and productivity or administrative programs and developing written and oral recommendations for improvement. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 year of graduate-level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelor's degree. Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of principles of management and organization, including administrative practices and procedures of organizations, such as those pertaining to areas of responsibility, changes of communication; delegations of authority, routing or correspondence; Knowledge of and skill in applying analytical and evaluative methods and techniques to analyze and assess programs and projects; Knowledge of pertinent laws, regulations, policies, and precedents of business practices, program goals, mission objectives, work processes and administrative operations of the VA. You must have an equivalent combination of specialized experience and graduate level education beyond the first year.
