The Office of Surface Mining Reclamation and Enforcement (OSMRE) is a bureau within the United States Department of the Interior. OSMRE is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSMRE is charged with balancing the nation's need for continued domestic coal production with protection of the environment.
Duties
This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Tulsa Field Office, Regions 3,4 and 6 in Tulsa, OK.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Serves as a senior-level advisor to develop strategies to accomplish Regional and Field Office activities and planning for required program improvements and technical assistance.
2. Monitors, analyzes, and evaluates complex factors to assess and improve the States/Tribes' Abandoned Mine Lands (AML) and Regulatory programs.
3. Prepares assessment reports and makes program recommendations by examining the adequacy of State/Tribal laws and regulations, evaluating various components of the surface mining Abandoned Mine Lands (AML) and Regulatory Programs, and determining the adequacy of human and financial resources to support the programs.
4. Conducts comprehensive analyses of issues using statistical data obtained from the State/Tribes, Office of Surface Mining Reclamation and Enforcement (OSMRE) documents and reports, mine inspection and Abandoned Mine Lands (AML) site visit reports, and other similar data and information resources.
5. Provides technical direction for the oversight of AML/Regulatory grant projects to determine compliance with program objectives including applicable requirements of the National Environmental Protection Act (NEPA), and other underlying legislation.
6. Directs the scheduling of and makes on-site (non-enforcement) inspections, including aerial surveys, to provide data on State/Tribal compliance with contractual agreements and documents.
7. Reviews and analyzes regulatory program amendments and State and Tribe abandoned mine land reclamation plan amendments.
8. Prepares findings and decision documents for publication in the Federal Register. Coordinates review with Field Solicitor and OSMRE headquarters staff.
Salary Range Information:
GS-13: ($98,496 - $128,043) per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
OSMRE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Travel:
You may be expected to travel for site visits, meetings, training, and conferences.
Drivers License Requirement:
Please note: You may be required to operate a government vehicle, to complete assigned tasks i.e. site visits, field research, etc.; therefore you must be able to obtain and maintain a valid state driver's license.
Work Environment:
Most work is performed in an office environment. Field work is routinely performed on active mine AML sites on a regular basis with exposure to explosives, dust, noise, heavy equipment, toxic plants, and chemicals, wild animals, insects, and landslides. Personal Protective Equipment such as hard-hats, steel-toed boots, safety glasses, ear plugs and/or muffs, and similar protection may be required. Program reviews are performed in various State/Tribal office facilities. Low level aerial overflights of mining and reclamation operations in fixed wing or rotary aircraft may be required.

Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Reviewing and enforcing State statutes and regulations pertaining to coal mining. 2) Conducting inspections and maintaining compliance related to coal mining; AND 3) Developing and analyzing monthly inspection reports. Must meet all.
