THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a DIRECTOR OF FORCE SUPPORT (Title 32), Position Description Number D2696000 and is part of the OK 138th Fighter Wing, Oklahoma Air National Guard.
Duties
This position is located at an Air National Guard (ANG) Wing, Mission Support Group, Force Support Squadron. The primary purpose of this position is to serve as the Force Support Squadron (FSS) Director and to exercise first and second level supervisory and managerial authorities over the FSS, manage the activities of the FSS, and oversee the planning, direction, and timely execution of high visibility and high impact FSS programs. The Director of Force Support makes independent technical and executive decisions for the squadron in all areas of functional responsibility. This is an Air National Guard (ANG) Title 32 Technician position requiring military membership, compatible military skill assignment, and classification.
Directs, plans, organizes, and oversees all support services activities of the Force Support Squadron (FSS) to supported organizational units.
Coordinates work of force support personnel outside of the organization through relationships with senior leaders and career field managers.
Serves as the primary advisor to senior leaders within and outside of the organization on all military personnel and force support matters within the Wing.
Directs force support activities within the Wing to include Personnel, Base Contingency Operations, Food Services, Mortuary & Casualty Operations, Morale, Welfare and Recreation, Fitness, Family Readiness, Force Development, Personnel Readiness, Postal and Honor Guard.
Provides work oversight, training, and direction to Commander's Support Staffs.
May direct Recruiting and Retention operations for the Wing. Manages multiple resource budgets with differing legal requirements and timelines for execution.
Makes decisions on complex work problems presented by subordinate supervisors.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
Develops, modifies, and/or interprets performance standards.
Explains performance expectations to employees and provides feedback on observed strengths and weaknesses.
Holds employees responsible for satisfactory completion of work assignments.
Appraises subordinate workers performance ensuring consistency and equity in rating techniques.
Recommends awards when appropriate and approves within-grade increases.
Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems.
Effects minor disciplinary measures such as warnings and reprimands and recommends action to higher authority in more serious disciplinary matters.
Prepares documentation to support actions taken.
Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance.
Encourages self-development.
Requirements
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Work may potentially require the employee to be exposed to search and recovery operations in direct response to a military mishap or when providing support to Civil Authorities during an Incident Response as part of domestic operations.
Qualifications
Military Grades: O-4 through O-5
GENERAL EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
For Supervisory Positions: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Education
Substitution of Education for the Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
