As the Deputy Chief, Health Administration Service, the incumbent provides leadership and managerial support for substantial operations to fulfill VA mission.
Duties
This is a Temporary Promotion Appointment NTE 120 days
Major duties of this position include, but are not limited to:
Has full-delegated authority and responsibility for executive level management of the Health Administration Services, over-site of the Business Operations Section, Resource Management Section and the Scheduling Operations Section in the absence of the Service Chief.
Participates with other professional administrative services in serving as a member of numerous management committees.
Participates in Daily Management System (DMS) in the absence of the Service Chief, which includes the coordination of service level huddle, attending and coaching the huddles of subordinates and participation in the Enterprise Huddle. This also includes the development, evaluation, and monitoring of service-level Key Performance Indicators (KPls) and support of facility-wide KPls achievement.
Incumbent analyzes and evaluates the effectiveness of the Medical Center clinical center operations and program in meeting established goals and objectives. Evaluates the state and VISN wide programs against short and long-range objectives.
Designs cost and clinical studies which are reflective of the services, provided to improve patient care and resource utilization.
Assesses the posture of the facility on priorities and interpretation of policy and disseminates the philosophy of the management in such policy or procedural matters.
Assist the Service Chief in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management.
The incumbent assists with initiating reassignment of personnel as necessary, and has comprehensive knowledge of EOVAHCS operations, advising on personnel utilization.
Assist the Service Chief with devising and providing regular reports to Executive Leadership on HAS activities and support of administrative clinic management for the Medical Center.
Partners with the Service Chief to advise Healthcare Group (HCG) Chiefs in the high-level coordination of facility-wide management of clinic setup, encounter management/completion, medical documentation, scheduling, and Patient Preferred List), procedures, directives, and practices in daily operations. This includes coordination of development and implementation of training plans for clinical staff, auditing/data collections tools and practices, and regular reporting of clinical and health information management practices.
The incumbent assists the Chief in providing technical and administrative supervision to approximately 320 FTE which includes; Medical Support Assistants (MSAs), CBOC MSA Trainer, and the Centralized Scheduling Unit; Business Office Support Services (BOSS) which includes Non-VA care (Purchased Care), Community Care Network, Health Information Management (HIMS) which includes Coding, Release of Information, Transcription, Record Processing, and Records Control Management; the Program Application Specialists (PAS); Telephone Operators; and the Enrollment Office which includes the Administrative Officer of the Day (AOD's) and Health Benefit Advisors. The incumbent shares oversight responsibilities of the Consolidated Patient Accounts Center (CPAC) and staff through subordinate supervisors.
Design and implement internal and external customer service studies to analyze/evaluate study results and data to identify opportunities and gaps, engage in process improvement activities, and/or track goal/objective progress.
Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
Assists in directing and managing the application of all federal, state and local laws regarding health care and the eligibility provisions of the VA; provides assistance in budget and planning processes within the VAMC; participates with expert advice and direction regarding the Veterans Equitable Resource Allocation (VERA) and serving as an integral part of the health care systems management team.
Assists the Service Chief in formulating and issuing policies, through the Medical Center Director (MCD), relating to the broad area of health administration.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
Extensive knowledge of various VA directives, Healthcare System policies and publications pertinent to patient care, (i.e., monetary benefits, methods of applying for death benefits, eligibility for care, etc.) and the priorities associated to them, (i.e., travel regulations).
Broad knowledge and experience in the field of patient administration, inpatient and outpatient, medical records and related fields of Health administration.
Must have investigative skills, interpersonal skills, creativity and sound judgment to develop a plan for redesigning the Call Center in a new way that not yet been conceived.
Knowledge and experience with automated phone systems to collect clean, correct and useful data quickly.
Comprehensive knowledge of eligibility requirements including completion of means test, beneficiary travel, and other entitlement programs.
Applies a strong working knowledge with eligibility criteria for many different areas, such as, prosthetic devices, medications, dental care, outside referrals and any special procedure, which may be necessary or requested.

Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
