This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Tulsa Field Office, AML Branch in Tulsa, OK.
Duties
At the full performance level (GS-13)the major duties of this position include but are not limited to the following:
Serves as a senior-level advisor to develop strategies to accomplish Regional and Field Office activities and planning for required program improvements and technical assistance.
Conducts comprehensive analyses of issues using statistical data obtained from the State/Tribes, OSMRE documents and reports, mine inspection and AML site visit reports, and other similar data and information resources.
Provides technical direction for the oversight of AML/Regulatory grant projects to determine
compliance with program objectives including applicable requirements of the National Environmental Protection Act (NEPA), and other underlying legislation.
Reviews and analyzes regulatory program amendments and State and Tribe abandoned mine land reclamation plan amendments.
Requirements

- Subject to financial disclosure requirements. You cannot own any direct or indirect financial interest in a coal mining operation
- Males born after 12/31/59 must be registered for Selective Service or meet an approved exemption
- May be required to successfully complete a probationary period
- Suitable for Federal employment, determined by a background investigation
- Must have a valid Driver's License
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
Applying environmental regulations related to coal surface mining and reclamation activities in order to evaluate Federal, State or Tribal programs;
Interpreting complex Abandoned Mine Lands (AML) program requirements, making recommendations for improvement, and assuring compliance with laws and regulations;
Interpreting and understanding surface coal mining and reclamation plans, contracts, or other requirements of Federal, State or Tribal programs; AND
Negotiating with Federal/State/Tribal leaders, as well as with members of industry on complex matters. Must Meet ALL
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
