Duties

Leads studies of considerable scope and depth to recommend effective learning solutions, assess the overall quality of Learning and Development programs or to resolve policy or operational issues in support of agency strategic initiatives Performs short and long range planning related to administering large scale training programs and events; works with senior leaders, subject matter experts, and trainers to ensure event experience maximizes effectiveness and value for participants. Participates in the determination of most effective methods of content delivery, ensuring the venue, materials and method of delivery are conducive to the proposed agenda and intended audience both in person and using learning technologies. Provides input to the overall annual centralized training budget, manages budget, program preparation, communication and other logistical requirements needed for large scale events or initiatives. Prepares after action summaries of events, performs assessments and gathers data in relation to the planning, development and delivery milestones of training events planning. Coordinates with and represents the agency to outside entities to coordinate logistical requirements of large training events to include security; video/audio and computer technology requirements; and logistical arrangements.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as providing consultative and advisory services to management regarding employee training and development initiatives and strategy; planning and executing training, meetings or knowledge sharing events involving large audiences; developing curriculum and delivering training products in both in-person and virutual environments using on-line learning technologies; and performing post-event evaluation assessments. Work must also illustrate examples of budget administration, procurement or contract services in support of executing large scale training or employee development events. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
