Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-0101, Social Science Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's degree in behavioral or social science; or related disciplines appropriate to the position NOTE: You must submit a copy of your transcripts. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field NOTE: You must submit a copy of your transcripts. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE AS A GS-13: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: Expert knowledge of professional social science, principles, concepts and techniques, instructions, executive orders, and public laws pertaining to A&FRCs programs in order to plan and manage A&FRC services as staff advisor and technical authority providing advice, assistance and policy guidance to MAJCOM and installation -level A&FRC staff and leadership. Extensive knowledge of all A&FRC core programs and governing instructions and ability to network with others in order to effectively provide Community Readiness model consultant services. Knowledge of the laws, regulations and policies relating to the A&FRC services to resolve issues and provide recommendations concerning governing laws, policies and regulations that require interpretation, adaptation, or change. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. SPECIALIZED EXPERIENCE AS A GS-14: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience include: Expert knowledge of professional social science, principles, concepts and techniques, instructions, executive orders, and public laws pertaining to Family Matters programs in order to plan and manage Transition Assistance, Career Focus, Relocation Assistance, Personal Family Readiness, Personal Financial Management, Volunteer Resource, and Family Life Education Programs and to serve as staff advisor and technical authority providing advice, assistance and policy guidance to MAJCOMs operating under the Community Readiness model. Extensive knowledge of all FSC core programs and governing instructions and ability to network with others in order to effectively provide Community Readiness model consultant services. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of all elements of Family Support Center operational requirements. 2. Knowledge of Personal Financial Management, Air Force Aid Society, and Family Matters Program policies, procedures, and services. 3. Knowledge of AF, MAJCOM, installation and local community disaster, contingency, and emergency response roles. 4. Thorough knowledge and understanding of all FSC core programs and governing instructions and ability to network with others. 5. Skill in developing policies and programs based on very broad guidelines and limited precedents. 6. Knowledge and ability to conduct research, analyze pertinent data, evaluate and/or develop technically sound recommendations, and direct corrective actions. 7. Knowledge of AF planning, programming, and budgeting regulations, guidelines, and processes and ability to coordinate Transition Assistance Program and Relocation Assistance funding issues with DoD, DoL, and VA. 8. Knowledge and ability to formulate, justify, present, and execute Congressional funds, in addition to providing staff guidance and assistance to others on long-range planning, administration and use of funds. · 9. Skill in dealing effectively and professionally with all ranks/grades; DoD officials; sister services' program managers, and various civilian entities when explaining, negotiating, and/or implementing Family Matters policy and procedures. · 10. Knowledge and ability to work independently to plan, organize, make decisions and collaborate with multiple agencies/functions. 11. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
