About the Position: This position supports the Department of Pathology: Office of the Chief at Walter Reed National Military Medical Center, Bethesda, MD. The incumbent will provide administrative and technical support for Acquisitions, Contracts and other Duties as assigned in Department of Pathology.
Duty Hours: Monday - Friday, 0730-1600

Duties
Conducts in-depth analysis to develop new policies and procedures for health care delivery. Develops and assists with the implementation of metrics for program evaluation.
Provides management support in one or more of the areas of service contracts, program cost analysis, annual and multi-year fiscal expenditures, and development of programs relevant to the assigned area of responsibility.
Conducts cost-benefit and cost-effective analysis, and research existing methods of program evaluation for use in the development of resources and to implement countermeasures to financial risk factors.
Solves basic to complex issues by conducting research and analysis, as required, to create a corrective action plan using reports, justifications, charts, graphs, statistical and narrative data to justify findings and recommendations.
Conducts and generates Market Research, Justification and Analysis, and Independent Government Cost Estimates.
Monitors execution of budget determining whether request for funds is proper and justified.
Reviews and accepts invoicing via WAWF, initiates and manages Purchase Requests via GFEBS
Monitors internal database systems to accurately track contract burn rates.
Monitor and coordinates personnel matters (e.g. recruitment and placement actions, removal and suspension actions, EEO complaints, denial of within grade actions, performance management, etc).
Advises management on personnel matters such as time and attendance records, incentives, performance, personnel actions.
Advises senior leadership on the relevant technical and regulatory issues related to healthcare delivery.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes utilizing various databases and healthcare systems to monitor the healthcare delivery processes within a medical treatment facility (MTF); running recurring reports and interpreting data; implementing solutions/recommendations to the identified problems with healthcare processes and/or systems; and monitors and coordinates personnel matters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospital Administration, Public Health Administration, Business or Public Administration with course work in Health Care Administration. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
