Duties
Responsible for the supervision of administrative functions in support of a large subordinate element within an assigned Deputy Command.
Conduct in-depth program analysis of substantial scale and impact concerning all aspects of the assigned Military Healthcare System (MHS).
Optimize Healthcare System program by identifying, analyzing, and documenting issues, patterns, and trends.
Solve complex and unusual issues by conducting research and analysis as required to create a corrective action plan using reports, justifications, charts, graphs, statistical and narrative data to justify findings and recommendations.
Advise organizational policy makers on the relevant technical and regulatory issues related to the Healthcare System.
Manage the preparation of the annual budget determining whether requests for funds and expenditures are proper, justified, and timely; consults the preparer on excessive, inadequate or unjustified costs.
Monitor and coordinates personnel matters (e.g. recruitment and placement actions, removal and suspension actions, EEO complaints, denial of within grade actions, performance management, etc.).
Determine and plans work to be accomplished by employees.
Establish performance standards and evaluates employee's performance.
Within level of authority, provides a safe and occupationally health work environment for subordinates.
Hear and resolve employee complaints.
Identify and recommend employees for additional training or continuing education/development.
Requirements

- This position requires the incumbent to have tuberculosis testing.

Specialized Experience: One year of specialized experience which includes utilizing electronic healthcare systems; evaluating or analyzing healthcare processes and recommending solutions; coordinates or recommends budgets for funds and resources; and providing supervision, leadership, or direction to employees and their work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
