This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Foreign Military Sales (FMS) Specialist is located at Aberdeen Proving Ground, Maryland with Primary TDY location in Kingdom of Saudi Arabia.

Duties

Serve as the liaison for all potential sales of systems to direct procurement of systems, support equipment and services which comprise a multi-million-dollar FMS program. Serves as a Contracting Officer Representative (COR) and coordinate and monitor Letters of Request (LORs), Letters of Offer and Acceptance (LOAs) within the guidelines established in the Security Assistance Management Manual (SAMM). Develop procedures and serve as the senior authority for total package fielding of equipment, training, and other services related to the Foreign Military Sales (FMS) program within the Project Management (PM) Office. Furnish technical consultation, advice and direction to government agencies, contractors, etc., to ensure accomplishment of program objectives. Administer international agreements in order to plan, coordinate and evaluate all program execution elements to include overseeing FMS Case procurement planning/actions.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level II in the Acquisition Career Program Management within 60 months of entrance on duty.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereaft
  • This position requires temporary duty (TDY) travel up to 80% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: (1) assisting in the procurement of Intelligence Surveillance and Reconnaissance (ISR) systems for assigned project or program. (2) proposing the Rough Order Magnitude (ROM) or cost schedule of systems to determine transportation or distributing expenses and (3) assisting in the preparation of documentation required for contract solicitation of systems to include Letter of Request (LOR), Performance Work Statements (PWS), Contract Data Requirements List (CDRL) or Independent Government Cost Estimates (IGCE). This specialized experience is typical of work performed at the next lower grade/level in the federal service NH-02 or GS-11.
