Duties
This position starts at a salary of $132,368.00 (GS-14, Step 1) to $172,075.00 (GS-14, Step 10) with promotion potential to $172,075 (GS-14 Step 10).

As a Human Resources Specialist, you will serve as a senior policy analysts and key advisor to the HCPP Director, Chief Human Capital Officer (CHCO), and DHS Components on a variety of human capital issues related to HCPP's program and policy responsibilities. Typical work duties include:
Providing advisory and consultation services on matters involving employee and/or labor relations issues.
Developing and executing policies and programs related to conduct, performance, attendance, and dispute resolution.
Reviewing, analyzing, and interpreting regulations, directives, and reports pertinent to HR matters.
Researching and analyzing specific issues and questions involving the personnel management functional specialties for which HCPP is responsible.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Applying a wide range of employee relations concepts, laws, policies, practices and analytical/diagnostic methods and techniques to address substantive technical issues or problems within the agency.
Negotiating techniques and methods of presentation, and standardizing fact-finding and analytical techniques sufficient to preparing inputs for inclusion in agreements.
Identifying performance management problems and issues as characterized by their breadth, importance, and severity and ability to express recommendations in oral and written form.
Ensuring compliance with regulations, guidelines, procedures, directives, and instructions.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/16/2023.

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
